企业员工用车服务外包决策研究

【摘要】:企业员工用车服务作为企业后勤支持服务的重要组成部分,在便利出行的同时,代表着企业的形象,体现着对员工人性化的关注,其与核心业务环节的交互性影响着企业的运转灵活程度。随着我国城市化进程的加速、企业规模的扩大,企业员工的用车需求不仅出现数量上的攀升,而且对于车型的更新换代,代驾服务和配套设施维护等要求也不断提高,但是中国现有汽车保有量难以充分满足需求。近20年来租车市场的不断繁荣和服务外包产业的扩容性发展给用车服务外包带来了良好的实践环境。对于企业决策者来说,员工用车服务是通过购买车辆自行管理,还是外包给第三方的租车服务提供商解决,成为一个选择的难题。 本文主要研究企业员工用车服务及其外包决策过程,通过分析企业“买车”与“租车”选择的优劣,在经典的业务外包决策模型基础之上,提炼出用车服务外包决策的三维框架,辅助企业从核心竞争力、长期成本和业务复杂性层面决策“自建还是外包”;对于需要采用外包方式解决用车需求的企业,结合租车服务的特点,设计出一个两阶段外包商选择模型,使用DEA效率筛选和组合优化模型帮助企业高效挑选最优合作伙伴,并通过追踪一个跨国外企的用车服务外包决策过程,分析相关框架和模型的适用性,弥补了该领域实证研究较少的不足。
[Abstract]:As an important part of the enterprise logistics support service, the enterprise employee vehicle service, while facilitating travel, represents the image of the enterprise and reflects the humanistic concern of the employees. Its interactivity with the core business links affects the flexibility of the operation of the enterprise. With the acceleration of China's urbanization process and the expansion of enterprise scale, the demand for vehicles for enterprise employees has not only increased in number, but also for the upgrading of vehicle models, the maintenance of alternative driving services and supporting facilities, and so on. But China's existing car ownership is difficult to fully meet the demand. The prosperity of car rental market and the expansion of service outsourcing industry in the past 20 years have brought a good practical environment for vehicle service outsourcing. For enterprise decision makers, it is a difficult problem to choose whether employee car service can be managed by purchasing vehicles or is outsourced to a third party car rental service provider. This paper mainly studies the decision-making process of employee vehicle service and its outsourcing. By analyzing the advantages and disadvantages of the choice of "buy car" and "rent car", this paper is based on the classic outsourcing decision model. The three-dimensional framework of vehicle service outsourcing decision is refined to assist enterprises to decide whether to build or outsource from the aspects of core competitiveness, long-term cost and business complexity. According to the characteristics of car rental service, a two-stage outsourcing vendor selection model is designed. The DEA efficiency screening and combinatorial optimization model is used to help enterprises select the best partners efficiently. By tracking the decision-making process of vehicle service outsourcing in a multinational foreign enterprise, the applicability of the relevant framework and model is analyzed, which makes up for the lack of empirical research in this field.
