温州市城市用车管理信息化研究

【摘要】:随着经济的发展和群众生活水平的日益提升,小汽车逐渐成为家家户户重要的交通工具之一。2014年,有数据显示,当时的中国国内汽车保有量在将近1.4亿,其中汽车数量超过100万辆的城市就已经有31个。与此同时,交通拥堵也成为各大城市面临的主要难题之一。温州,作为东南沿海较早开放的城市之一,如其他大城市一样,经受交通拥堵给城市发展带来的严重影响。用车管理体制的不健全、立体交通系统的不完善、城市路网的欠缺、道路资源的匮乏和信息资源的低分享率,都在一定程度加重了交通拥堵,给公众的生活带来影响,也会阻碍城市的经济发展。破解这一城市发展难题,需要积极借鉴各个发达城市的有益经验。近年来,世界各地都在不断探索新的方法缓解交通压力,如:科学规划路线、道路扩建、制定新的交通管理政策、采用智能交通系统等等。所以,面对日益严重的交通拥堵,温州必须通过制定一系列可行性措施,努力解决好“交通拥堵”这个问题,促使温州社会经济能够持续快速增长。顺畅的交通体系,是城市保持高效运转的重要依托和保证。城市用车管理的研究,是一条解决城市用车管理问题,建立社会公众对城市交通的正面印象的有效途径,具有深远的现实意义。与此同时,中国正在大力推进制度改革,转变政府职能,创新管理方式,增强政府的信誉和执行力。城市用车管理——政府管理职能中的重要组成部分,其改革的力度与成败,直接关系到能否解决长期以来存在的诸多顽疾,而且更是与整个政府的体制改革成败息息相关。通过对城市用车管理的研究,分析当前存在问题的各种原因以及相应的对策和建议,有利于为当前城市用车管理改革建言献策,同时可以作为整个行政体制改革的样本,为其他行政体制或者其他领域的改革提供参考和依据。探索浙江温州市城市用车管理创新方法的研究,具有颇高的研究意义,能产生当地城市文化辐射效应。并为我国内地城市解决交通拥堵提出了实施公交优化发展战略,优化与创新城市空间开发模式,制定科学合理的私人汽车使用政策,努力推行大数据支撑的交通智能化工程等几点启示。本文主要从用车管理现状、问题表现、根源等方面研究温州交通治理问题,并通过参考国内外先进经验结合温州实际,提出温州市交通需求管理的主要措施,对未来的用车管理提出规划,合理进行交通组织,平衡和优化交通需求时空占比。结合实践考察,对温州构筑发达、完备的公共交通体系,创新的城市公交运营模式,构建信息化、智能化的交通管理体系等治理交通拥堵的主要策略进行了归纳和总结,最终达到缓解道路交通拥堵,促进社会经济发展,从而实现城市交通可持续发展的目的。
[Abstract]:With the development of economy and the improvement of people's living standards, cars are becoming one of the most important means of transportation for every household. In 2014, some data showed that there were nearly 140 million cars in China at that time. There are already 31 cities with more than 1 million cars. At the same time, traffic congestion has become one of the major problems faced by major cities. Wenzhou, as one of the cities that opened earlier along the southeast coast, like other big cities, suffers from the serious impact of traffic jams on the development of the city. The imperfection of vehicle management system, the imperfection of three-dimensional traffic system, the lack of urban road network, the lack of road resources and the low sharing rate of information resources all aggravate the traffic congestion to a certain extent and have an impact on the life of the public. It will also hinder the economic development of the city. To solve the problem of urban development, we need to actively learn from the beneficial experience of various developed cities. In recent years, all over the world are exploring new ways to relieve traffic pressure, such as scientific route planning, road expansion, making new traffic management policies, adopting intelligent transportation system and so on. Therefore, in the face of increasingly serious traffic congestion, Wenzhou must work out a series of feasible measures to solve the problem of "traffic congestion", so as to promote the sustained and rapid growth of Wenzhou's social economy. Smooth traffic system is an important support and guarantee for the city to maintain efficient operation. The study of urban vehicle management is an effective way to solve the problem of urban vehicle management and to establish the positive impression of the public on urban traffic, which has far-reaching practical significance. At the same time, China is vigorously promoting institutional reform, transforming government functions, innovating management methods, and strengthening the credibility and executive power of the government. The strength and success of the reform of urban vehicle management, which is an important part of the government's management function, is directly related to the solution of many persistent diseases that have existed for a long time, and is also closely related to the success or failure of the whole government's system reform. Through the study of urban vehicle management, this paper analyzes the various causes of the current problems and the corresponding countermeasures and suggestions, which is helpful for the urban vehicle management reform and can be used as a sample of the reform of the whole administrative system at the same time. To provide reference and basis for the reform of other administrative system or other fields. It is of great significance to explore the innovative methods of urban vehicle management in Wenzhou, Zhejiang Province, which can produce the radiation effect of local urban culture. It also puts forward the strategy of optimizing the development of public transport, optimizing and innovating the mode of urban space development, and formulating scientific and reasonable policies on the use of private cars for inland cities in China. Try to carry out the intelligent traffic engineering supported by big data and so on. This paper mainly studies the problems of Wenzhou traffic management from the aspects of vehicle management status, problems, root causes and so on, and puts forward the main measures of Wenzhou traffic demand management by referring to the advanced experience at home and abroad combined with Wenzhou reality. The future vehicle management is planned, traffic organization is reasonable, traffic demand is balanced and optimized. Based on the practical investigation, this paper summarizes the main strategies to control traffic congestion, such as the construction of a developed and complete public transport system, the innovative mode of urban public transport operation, the construction of information technology, and the intelligent traffic management system. Finally, it can alleviate the traffic congestion, promote the social and economic development, and realize the sustainable development of urban traffic.
