长三角港口群资源整合评估及对策研究

【摘要】:伴随着经济全球化和区域经济一体化趋势的发展,长三角港口群所担负的物流节点功能,对于长三角地区的经济一体化发展起着越来越重要的作用,目前,长三角港口群通过采用长江发展战略、资本合作等手段,以上海为中心的上海国际航运中心的格局正逐步形成。本文以长三角港口群作为研究对象,深入分析长三角港口群的资源整合现状、程度以及资源整合过程中存在的问题,借鉴与长三角港口群在相关方面有可比性的国外港口群在资源整合方面的先进经验,探讨长三角港口群资源整合的目标,最终提出切实有效的长三角港口群资源整合策略。 结合长三角港口群资源整合现状分析,本文通过生产函数模型的科技进步率计算资源配置效率,发现长三角港口群从2000年至2010年期间资源配置效率总体上呈现先下降后上升的趋势,并朝着功能互补、层次清晰的具有较强竞争力的港口群发展。在此基础上,,剖析长三角港口群资源整合的优势及问题,其拥有的众多优势具体包括:腹地经济发达、自然条件优越、集疏运通畅、政府大力支持等,但同时也存在着行政区域分割、缺乏长效合作机制、岸线资源利用不合理、分工定位执行力度欠缺、软实力薄弱等问题。利用帕累托改进模型寻找资源整合的理论途径,分析得出目前长三角港口群,尤其是宁波—舟山港与上海港之间的合作处于潜在合作区域,需要政府等其他相关部门对港口群的合作进行推动,合理分配港口群中各港口的利益。为提出切实可行的资源整合策略,通过与国外先进港口群进行比较,借鉴和吸收美国纽新港口群和日本东京湾港口群资源整合的先进经验,提出长三角港口群资源整合的最终目标,即发展为内部功能定位明确且互补、分工合理,干线港和支线港、枢纽港和喂给港在港口群内层次分明,充分利用港口的现有生产要素并获得最大的产出,资源整合达到帕累托最优,上海国际航运中心软、硬实力进一步得到加强,使长三角港口群整体上发挥出“1+12”的功效,从“大”发展为“强”,成为亚太地区乃至全世界最为重要的物流中心和资源配置中心。为实现这个目标,建议实施构建联合港务局、合理开发岸线资源、提高规划的执行效率、加深港口群交流合作、加快科研应用、构筑“三位一体”港航服务体系等对策。
[Abstract]:With the development of economic globalization and regional economic integration, the logistics node function of the Yangtze River Delta port group plays a more and more important role in the economic integration of the Yangtze River Delta region. By means of Yangtze River development strategy and capital cooperation, the pattern of Shanghai International Shipping Center with Shanghai as the center is gradually formed in the Yangtze River Delta Port Group. This paper takes the Yangtze River Delta Port Group as the research object, deeply analyzes the status quo, the degree and the existing problems in the process of the resource integration of the Yangtze River Delta Port Group. Referring to the advanced experience of resource integration of foreign port group which is comparable with the port group of Yangtze River Delta, this paper discusses the target of resource integration of port group in Yangtze River Delta, and finally puts forward an effective strategy of resource integration of port group in Yangtze River Delta. Based on the analysis of the present situation of the resource integration of the Yangtze River Delta port group, this paper calculates the resource allocation efficiency through the scientific and technological progress rate of the production function model. It is found that the resource allocation efficiency of the Yangtze River Delta port group declined first and then increased from 2000 to 2010, and developed towards a port group with complementary functions and a clear level of competition. On this basis, this paper analyzes the advantages and problems of the resource integration of the Yangtze River Delta port group. The advantages of these advantages include: the hinterland is economically developed, the natural conditions are superior, the transportation is smooth, and the government is strongly supporting, and so on. But at the same time, there are still some problems such as division of administrative region, lack of long-term cooperation mechanism, unreasonable utilization of shoreline resources, lack of enforcement of division of labor and orientation, weak soft power and so on. By using the Pareto improved model to find the theoretical approach of resource integration, it is concluded that the cooperation between Ningbo Zhoushan Port and Shanghai Port is in the potential cooperation area, especially the port group of Yangtze River Delta, especially Ningbo Zhoushan Port and Shanghai Port. The cooperation of the port group should be promoted by the government and other relevant departments, and the benefits of each port in the port group should be rationally distributed. In order to put forward feasible strategy of resource integration, by comparing with advanced port group of foreign countries, we can draw lessons from and absorb the advanced experience of resource integration of New Zealand port group and Tokyo Bay port group in Japan. The ultimate goal of the resource integration of the Yangtze River Delta port group is put forward, that is, the internal function orientation is clear and complementary, the division of labor is reasonable, the main line port and the branch port, the hub port and the feed port are distinct in the port group. Taking full advantage of the existing production factors of the port and obtaining the maximum output, the integration of resources reaches the Pareto optimum, the Shanghai International Shipping Center is soft and the hard strength is further strengthened, so that the Yangtze River Delta Port Group as a whole exerts the effect of "112". From "big" to "strong", it has become the most important logistics center and resource allocation center in the Asia-Pacific region and the world. In order to realize this goal, it is suggested to construct the United Port Bureau, develop the shoreline resources rationally, improve the efficiency of planning, deepen the communication and cooperation of port groups, speed up the scientific research and application, and construct the "Trinity" system of port and shipping service.
