高速公路运营管理标准化研究

【摘要】：高速公路作为现代文明的重要成果，不仅体现出舒适、畅通的物质文明，更要体现出管理、服务等方面的精神文明。随着我国高速公路通车里程的不断增长以及人民物质文化需求的不断提高，对高速公路的运营管理与服务质量提出了更高的要求。推进高速公路运营管理向标准化和科学化方向发展，是我国高速公路运营管理的发展趋势，也是高速公路规模化运营的现实需要。本文首先通过借鉴国内外高速公路运营管理及标准化管理的实践及研究经验，结合高速公路运营管理理论、标准化管理理论，深化对高速公路运营管理的理解，并分析我国高速公路发展现状及运营管理存在的问题。在此基础上，对高速公路运营管理中引入标准化的现实条件和必要性进行详细分析，说明我国高速公路已具备实施标准化运营管理条件和必要性，为高速公路运营标准化管理提供了理论和现实依据。其次，提出高速公路标准化运营管理体系的设计思路和原则，从收费管理、路政管理、养护管理、服务区管理、机电管理五个方面，对运营管理标准化体系内容进行设计。最后，结合福建省高速公路运营管理现状，，投入实施标准化运营管理，进而全面提高高速公路的运营管理水平，并对标准化运营管理体系的内容进一步细化，构建福建省高速公路标准化运营管理体系，将具有重要现实意义。
[Abstract]:As an important achievement of modern civilization, expressway not only embodies comfortable and unimpeded material civilization, but also embodies spiritual civilization in management and service. With the increase of expressway mileage and the improvement of people's material and cultural needs, higher requirements have been put forward for expressway operation, management and service quality. To promote the development of expressway operation management towards standardization and science is the development trend of expressway operation management in our country, and it is also the practical need of expressway operation on a large scale. In this paper, first of all, by learning from the practice and research experience of expressway operation management and standardization management at home and abroad, combining with expressway operation management theory and standardization management theory, this paper deepens the understanding of expressway operation management. It also analyzes the current situation of expressway development and the existing problems in operation and management in China. On this basis, the practical conditions and necessity of introducing standardization in expressway operation and management are analyzed in detail, which shows that the expressway in our country already has the conditions and necessity to implement standardized operation and management. It provides theoretical and practical basis for the standardization management of expressway operation. Secondly, the design ideas and principles of expressway standardized operation management system are put forward. The contents of operation management standardization system are designed from five aspects: charge management, road administration management, maintenance management, service area management and electromechanical management. Finally, combined with the current situation of expressway operation management in Fujian Province, put into practice standardized operation management, and then improve the level of highway operation and management, and further refine the content of standardized operation management system. It will be of great practical significance to construct the standardized operation management system of Fujian expressway.
