天津港提升物流功能建设国际物流中心的研究

【摘要】:新时期,我国区域经济发展将从主要依靠东部地区“单一推动”向各大区域“多级推动”迈进。天津作为京津冀的门户、经济增长第三极,将会从保持经济稳步增长,建设物流中心,扩大开放,参与国际合作与竞争,融入经济全球化和区域一体化进程等方面,发挥带动全国经济增长和发展方式转型的引擎作用。天津经济发展离不开港口经济的发展,港口经济的发展很大程度上要通过其物流功能的提升来实现。因此,提升天津港物流功能,建设物流中心是天津经济发展的有效途径。本文根据区域经济理论、新古典区位理论和新地理经济学理论,归纳分析其中关于物流的论述。在此基础上,阐述区域经济发展与区域物流中心的关系、港口物流的功能,以及包括港口物流中心、区域物流体系、港区联动在内的港口物流系统。从环渤海区域——中国北方区域——东亚区域经济联系大通道的视野,提出发挥天津港物流功能的最优载体是建设国际化物流中心,而天津港物流中心建设应将物流系统的各部分进行有效整合,使港口成为支撑物流中心连接内陆和海洋双向腹地的枢纽。运用比较分析方法和统计法,全面分析天津港物流业发展现状,针对物流业存在的突出问题,概括国内外类似地区物流中心建设的经验和启示,指出天津港建设国际物流中心的优势和制约因素,相应提出对策建议:整合环渤海港口资源、加快港口物流业的开放、建立高效的物流集疏运体系、改进无水港业务、提升管理理念、突出各港区特色、发挥港区联动功能、优化服务、推进物流信息网络建设、重视人才培养等。
[Abstract]:In the new period, China's regional economic development will move from relying mainly on the "single push" in the eastern region to "multi-level promotion" in various regions. As the gateway of Beijing, Tianjin and Hebei, the third pole of economic growth will include maintaining steady economic growth, building logistics centers, expanding the opening up, participating in international cooperation and competition, and integrating into the process of economic globalization and regional integration. Bring into play the role of the engine driving the transformation of the national economic growth and development mode. The economic development of Tianjin is inseparable from the development of port economy, and the development of port economy must be realized to a great extent through the improvement of its logistics function. Therefore, it is an effective way to promote Tianjin Port logistics function and build logistics center. Based on regional economic theory, neo-classical location theory and neo-geographical economics theory, this paper sums up and analyzes the exposition of logistics. On this basis, the relationship between regional economic development and regional logistics center, the function of port logistics, and the port logistics system including port logistics center, regional logistics system and port district linkage are expounded. From the view of the Bohai Rim region-North China region-East Asia Regional Economic Link, it is proposed that the best carrier of Tianjin Port's logistics function is to build an international logistics center. The construction of Tianjin Port Logistics Center should effectively integrate all parts of the logistics system and make the port become the hub to support the logistics center connecting inland and ocean two-way hinterland. By means of comparative analysis and statistics, this paper comprehensively analyzes the present situation of logistics development in Tianjin Port, summarizes the experience and enlightenment of logistics center construction in similar regions at home and abroad, aiming at the outstanding problems in logistics industry. This paper points out the advantages and constraints of Tianjin Port's construction of international logistics center, and puts forward corresponding countermeasures and suggestions: to integrate the port resources around Bohai Sea, to speed up the opening of port logistics industry, to establish an efficient logistics and distribution system, and to improve the waterless port business. Enhance the management concept, highlight the characteristics of each port area, give play to the joint function of the port area, optimize the service, promote the construction of logistics information network, attach importance to the cultivation of talents, etc.
