集结中心作用下中欧班列网络化开行方案设计研究

【摘要】:近年来,随着我国产业结构调整及供给侧改革的推进,出口货源结构和物流需求骤变;与此同时,中欧贸易的蓬勃发展对我国国际货运组织模式提出了更高的要求,更多高附加值产品需要快速、便捷、稳定的运抵中亚和欧洲各国。在激增的市场需求和良好的政策环境下,中欧班列应运而生,2011年3月19日“渝新欧”班列首发,打通了中欧间铁路快运大通道,大大改善了传统远洋运输时效性和稳定性差的缺点,拉开了我国铁路走向世界物流的序幕。在国家“一带一路”发展战略及相关政策的推动下,我国与“一带一路”沿线各国经贸往来越发密切,中欧班列开行规模成倍增长,面临着前所未有的发展机遇和挑战。但是,目前班列存在的独立组织难保常态、班期不定频次不高、各自为战争抢货源、重去空回成本居高等核心问题,严重制约着班列持续健康发展,亟需从班列组织模式上着手破解。本文在中国铁路总公司和国家发改委相关课题研究的基础上,结合现场调研和理论分析,以提高中欧班列开行稳定性和时效性为优化目标,从以下几个方面对中欧班列网络化运输组织模式及开行方案进行重点研究:(1)总结了国内外网络化运输组织模式的发展经验,提炼了网络化运输组织的内涵、特点和关键技术环节,并针对中欧班列网络化运输组织总结借鉴和启示。(2)基于现场调研和数据分析,确定中欧班列开行情况、运行路径、运行里程、途径站点、班期、开行频次、货源结构等核心要素,结合班列运行数据分析提炼目前制约中欧班列持续健康发展的6方面核心问题,为班列网络化运输组织及分层布局班列集结中心网络提供需求基础。(3)结合中欧班列自身特点,兼顾班列需求特征、供给条件和市场竞争三方面因素,以提高中欧班列开行稳定性和时效性为优化目标,设计中欧班列网络化开行方案测算方法,核心包括测算方法步骤、基于整数规划的开行方案推算模型和班期匹配模型;从需求的角度对班列集结中心进行功能定位,研究确定班列集结中心选址布局的考虑因素与测算方案,为班列网络化开行提供设施保障和技术支撑。(4)在中国铁路总公司和国家发改委相关课题调研及数据的基础上,以中欧班列西通道为例,将数据按照设计步骤带入模型分析测算得到班列网络化开行方案和集结中心分层布局方案,最后通过对新开行方案和班列开行现状的定量评估比较,验证网络化开行方案的合理性和有效性。
[Abstract]:In recent years, with the adjustment of China's industrial structure and the promotion of supply-side reform, the export supply structure and logistics demand have suddenly changed. At the same time, the vigorous development of China-EU trade has put forward higher requirements for China's international freight transport organization model. More high-value products need to be shipped quickly, easily and steadily to Central Asia and Europe. In the context of surging market demand and favorable policy environment, China-EU Banlie emerged as the times require. On March 19, 2011, "Chongqing, New Europe," the first class, opened the China-EU Railway Express Passage. It greatly improves the shortcomings of the traditional ocean transportation, such as poor timeliness and stability, and draws back the prelude of China's railway towards the world logistics. With the development strategy of "Belt and Road" and related policies, the economic and trade relations between China and the countries along the "Belt and Road" are getting closer and closer, and the scale of CEIBS has increased exponentially, and it is facing unprecedented development opportunities and challenges. However, at present, the existence of independent organizations in Banliao is difficult to keep normal, the frequency of shift periods is not high, the core issues such as fighting for the source of goods separately, and the high cost of returning to empty places seriously restrict the sustained and healthy development of Banlie. There is an urgent need to begin to crack from the organizational pattern of Banlee. On the basis of the research of China Railway Corporation and the National Development and Reform Commission, combined with field investigation and theoretical analysis, this paper aims to improve the stability and timeliness of the Banguang Bank. This paper focuses on the following aspects: (1) summing up the development experience of the network transport organization model at home and abroad, refining the connotation of the network transport organization. The characteristics and key technical links, and the summary and inspiration for the network transportation organization of CEIBS. (2) based on the field investigation and data analysis, the operation route, mileage, route station, shift period of CEIBS are determined. The core factors, such as the frequency of the bank, the source structure of goods, and so on, combined with the analysis of the operation data of the train operation, extracted the six core problems that currently restrict the sustained and healthy development of the Chinese and European banks. It provides the demand basis for the network transportation organization and hierarchical layout. (3) according to the characteristics of China and Europe, the demand characteristics, supply conditions and market competition are taken into account. In order to improve the stability and timeliness of CEIBS, the paper designs the calculation method of CEIBS network operation plan, the core of which includes the calculation method steps, the calculation model and the shift matching model based on integer programming. From the point of view of demand, the functional positioning of the Banlie assembly center is carried out, and the consideration factors and the calculation scheme of the location and layout of the Banlie assembly center are studied and determined. (4) on the basis of the investigation and data of related topics of China Railway Corporation and the State Development and Reform Commission, take the Banlexi Channel in Central Europe as an example. According to the design steps, the data are brought into the model to calculate and calculate the plan of network operation and the hierarchical layout of assembly center. Finally, through the quantitative evaluation and comparison of the new plan and the current situation of the bank, Verify the rationality and effectiveness of the network opening scheme.
