船舶融资在上海国际航运中心建设中的创新研究

【摘要】:上海目标在2020年基本建设成为国际航运、金融中心。在这样的背景下,航运产业将成为上海未来重点发展的核心产业之一。从国际的发展经验来看,航运业是资本密集型的产业,因此船舶融资服务在航运产业链中占据了举足轻重的作用。无论是传统的老牌航运中心伦敦,还是亚太新兴的航运中心新加坡,都有发达的船舶融资服务以及众多的船舶融资机构。 当前上海船舶融资市场的发展处于起步阶段,,近年来发展速度较快,传统的船舶融资渠道如商业银行贷款、出口政策性贷款、融资租赁等业务扩张势头良好,但融资产品和手段仍旧匮乏,无法全面满足各类型、各层次的航运企业的融资需求,尚未达到服务、支持航运中心建设的标准。 国际上的船舶融资服务在经历了数百年的发展和衍变后,总结了丰富的经验和多样化的模式供我们参考,但发展我国的船舶融资服务并不是一味的模仿和复制国际上的先进经验和模式,如何在当前国情、产业形态、法律政策下发展多层次、多样化的船舶融资业务,以及如何制定、完善相关的产业扶持政策,为船舶融资业务的发展营造更加良好的环境已迫在眉睫。 本文将对照国际上如何利用多样化的船舶融资业务,促进航运中心建设的成功经验作为参照,提出符合我国行业形态,产能结构的创新型船舶融资的手段和模式,包括利用我国船舶产能及成本优势以船厂作为发起人成立航运基金;参与欧洲船舶资产的债务重组;合理正规化、法制化民间集资模式;打造离岸金融平台等建议。另外,本文还将针对如何搭建完善的法律法规框架,制定开放的行业政策,为多样化的船舶融资产品构建和法律基础提出意见和建议。 本文的宗旨是从船舶融资创新的角度,为金融机构开展船舶融业务提供具有参考意义和实际应用性的业务模式。对上海国际航运、金融中心的建设以及中国航运产业的长远发展具有现实的促进意义。
[Abstract]:Shanghai aims to become an international shipping and financial center by 2020. Under this background, shipping industry will become one of the key industries in Shanghai. From the international development experience, the shipping industry is a capital-intensive industry, so the ship financing service plays an important role in the shipping industry chain. Both London, the traditional old shipping center, and Singapore, the emerging shipping center in Asia and the Pacific, have developed ship financing services and many shipping financing institutions. At present, the development of Shanghai ship financing market is in its infancy. In recent years, the development of traditional ship financing channels such as commercial bank loans, export policy loans, financial leasing and other business expansion momentum is good. However, financing products and means are still scarce, unable to fully meet the financing needs of all types of shipping enterprises at all levels, has not yet reached the standard of service to support the construction of shipping center. After hundreds of years of development and evolution, international ship financing services have summed up rich experience and diversified models for our reference. But the development of our country's ship financing service is not merely to imitate and copy the international advanced experience and model, how to develop multi-level and diversified ship financing business under the current national conditions, industrial forms, legal policies, and how to formulate, It is urgent to perfect the relevant industry support policy and create a better environment for the development of ship financing business. According to the successful experience of how to make use of the diversified ship financing business and promote the construction of shipping center in the world, this paper puts forward the means and mode of innovative ship financing, which is in line with the industry form and production capacity structure of our country. It includes establishing shipping fund with shipyard as initiator, participating in debt restructuring of European ship assets, reasonable formalization and legalization of private financing model, and building offshore financial platform. In addition, this paper also aims at how to set up a perfect legal and regulatory framework, formulate open industry policies, and put forward suggestions and suggestions for the construction and legal basis of diversified ship financing products. The purpose of this paper is to provide a reference and practical business model for financial institutions to carry out ship finance business from the angle of ship financing innovation. It has practical significance for the construction of Shanghai international shipping, the construction of financial center and the long-term development of China's shipping industry.
