天津港物流网络构建研究

【摘要】:当前,国际经济形势多变,国际主要港口间竞争日益加强,国内各港口吞吐能力增长迅速,天津港面临国际和国内港口间的激烈竞争。港口间竞争加剧,恶性价格竞争明显,天津港积极应对国际和国内港口的挑战的同时,已规划建设为北方国际航运中心和国际物流中心,正积极向第四代港口模式发展。 本文通过对天津港物流网络建设的需求进行分析,总结得出天津港建设港口物流网络的重要作用,是建设世界一流大港,北方国际航运中心和国际物流中心的重要举措,是增强港口核心竞争力的客观要求,也是港口可持续发展的必要保证,更是促进港口产业升级的必由之路;对区域港口群而言,是港口间由竞争走向竞合,实现区域港口群一体化发展,规避港口间恶性竞争的有效手段;对客户而言,是减少客户全程综合成本,提供个性化的全程物流服务和增值服务的高端服务;对区域经济而言,是天津市建设国际港口城市、北方经济中心和生态城市,以港兴市、港城共荣的需要,同时也是对腹地经济社会的发展提供一定的推动力。 在天津港物流网络建设研究上,本文提出了建设天津港物流网络的意义和目标,并通过构建腹地物流网络、港口间物流网络、目的港腹地物流网络及各网络间的连接,最终形成天津港物流网络规划和实施方案,初步探讨了天津港物流网络建设的人才保障、资金保障、制度保障、信息保障和企业文化建设等措施,形成天津港物流网络建设的基础理论。 通过对天津港物流网络建设的理论研究分析,实现整条物流链的成本与服务的最优组合,形成在物流网络支撑下的友好领导型港口,以应对国际和国内港口间的激烈竞争,提升港口辐射范围,带动区域及腹地经济发展,发挥国民经济基础的带动作用,实现向第四代港口的跨越式发展。同时通过对天津港物流网络建设,加强集疏运体系,提高铁路运输能力和加强公路集疏运通道能力,促进航线开发,提升港口大通关建设等,加快推动东疆保税港区向自由贸易港区转型。 本文通过对天津港物流网络建设的理论研究,给全国其他港口的发展模式提供有效的借鉴,对港口发展中增强港口核心竞争力,使港口可持续发展,促进港口产业升级提供一个切实有效的参考。另外对港口间由竞争走向竞合,实现区域港口群一体化发展,对腹地经济社会的发展提供推动力提供有效借鉴。
[Abstract]:At present, the international economic situation is changeable, the competition between the main international ports is increasingly strengthened, and the capacity of the domestic ports is increasing rapidly. Tianjin Port is faced with fierce competition between the international and domestic ports. The competition between ports is intensified, and the vicious price competition is obvious. While Tianjin Port is actively responding to the challenges of international and domestic ports, it has been planned to build into a northern international shipping center and an international logistics center, and is actively developing to the fourth generation port mode. Based on the analysis of the demand of Tianjin Port logistics network construction, this paper concludes that the important role of Tianjin Port construction port logistics network is an important measure to build world-class port, northern international shipping center and international logistics center. It is the objective requirement of enhancing the core competitiveness of the port, the necessary guarantee of the sustainable development of the port, and the only way to promote the upgrading of the port industry. For the regional port group, it is the competition from competition to competition among the ports. On the research of Tianjin port logistics network construction, this paper puts forward the significance and goal of constructing Tianjin port logistics network, and through constructing hinterland logistics network, port logistics network, destination port hinterland logistics network and the connection of each network, Finally, the planning and implementation plan of Tianjin Port logistics network is formed, and the measures of talents guarantee, capital guarantee, system guarantee, information guarantee and enterprise culture construction of Tianjin Port logistics network construction are preliminarily discussed. Form the basic theory of Tianjin Port logistics network construction. Through the theoretical research and analysis of the logistics network construction of Tianjin Port, the optimal combination of cost and service of the whole logistics chain is realized, and the friendly leading port is formed under the support of the logistics network, in order to cope with the fierce competition between the international and domestic ports. To promote the radiation range of the port, to promote the regional and hinterland economic development, to give play to the driving role of the national economic foundation, and to realize the leap-forward development to the fourth generation port. At the same time, through the construction of Tianjin Port logistics network, strengthening the collection and distribution system, improving the capacity of railway transportation and strengthening the capacity of highway transportation channels, promoting the development of routes, promoting the construction of port customs clearance, etc. Speed up the transformation of the East Xinjiang bonded Port into a Free Trade Port.
