贵都高速公路BOT项目风险控制研究

【摘要】:受国际金融危机的影响,近年来国内经济发展持续放缓,通胀压力居高不下,为了抑制通货膨胀,国内紧缩的货币政策还在持续。全国各地许多大型基础设施停建缓建,国内建筑市场公开招标项目较以前年度大幅减少,地方财政受国家宏观调控的影响也现吃紧状态,地方上尤其是西部通过招商引资建设基础设施日益广泛,给民间资本以BOT模式进入基础设施建设提供了契机。 本文对贵都高速公路BOT项目的风险控制进行了研究。本文站在项目公司的角度,首先阐述了贵都高速公路BOT项目管理现状以及风险控制中存在的问题,对影响管理目标实现的风险源进行了识别,按其性质分类为完工风险、政策风险、自然环境风险、成本超支风险、金融风险、市场风险和运营管理风险:接着对各项风险进行了深入地分析,并运用德尔菲法和定量定性分析法对项目风险进行了总体评价。在风险分析评价的基础上,针对项目风险控制中存在的问题和可能会发生的风险,提出了具体的风险应对措施。本文的研究旨在为中国交通建设集团后续高速公路BOT项目的风险管理提供借鉴。
[Abstract]:Due to the impact of the international financial crisis, domestic economic development has slowed continuously in recent years, and inflationary pressures remain high. In order to curb inflation, domestic tightening monetary policy is continuing. Many large-scale infrastructure projects in various parts of the country have ceased to be built slowly, the open bidding projects in the domestic construction market have decreased substantially compared with previous years, and the local finance is also in a tight state under the influence of the state's macroeconomic regulation and control. The construction of infrastructure by attracting investment from local areas, especially in the west, is becoming more and more extensive, which provides an opportunity for folk capital to enter infrastructure construction in bot mode. This paper studies the risk control of bot project in Guidu Expressway. From the point of view of the project company, this paper firstly expounds the present situation of bot project management and the existing problems in risk control of Guidu Expressway, and identifies the risk sources that affect the realization of management objectives, and classifies it as the completion risk according to its nature. Policy risk, natural environment risk, cost overrun risk, financial risk, market risk and operational management risk. Delphi method and quantitative qualitative analysis are used to evaluate the overall risk of the project. On the basis of risk analysis and evaluation, this paper puts forward concrete measures to deal with the problems and possible risks in project risk control. The purpose of this paper is to provide reference for the risk management of the follow-up highway bot project of China Transportation Construction Group.
