重庆市轨道交通融资模式研究

【摘要】:随着城市化进程的发展,人口大量集中到城市,对城市交通及环境造成极大影响。而城市轨道交通因其具有运量大、快速便捷、安全准时、无污染,不占用道路资源等优点,正逐渐成为各城市解决城市交通问题的重要选择。但由于轨道交通具有准公共物品性质,且投资规模大,周期长,短时间内无法实现盈利,现有的融资模式已经无法满足轨道交通发展的资金需求,融资难成为阻碍我国轨道交通发展的一大因素。本文试图通过对轨道交通融资模式进行研究,总结出我国轨道交通融资中存在的问题,并针对性的提出优化的思路和建议。 文中主要采用了文献检索法和案例分析法,对国内外轨道交通融资情况进行概述,总结出我国轨道交通融资中存在的共性问题。然后,以重庆市轨道交通为例,收集整理了重庆市轨道交通建设、运营的相关数据资料,运用图表和数据分析等方法,总结出重庆轨道交通存在的主要问题,并找出解决融资问题的突破口。为全国其他城市轨道交通融资提供参考。 本文主要从市场和政府两个角度提出解决的思路和建议。市场方面主要是鼓励轨道交通公司采取多渠道的融资方式,尤其是加强现有存量资产的再利用以及轨道交通空间资源的商业化开发。政府方面的作用则主要体现在两方面,,一是对多元化的市场融资模式提供政策支持并加强市场监管,创造良好的融资环境;二是对通过市场化运作无法平衡的资金缺口给予财政补贴或政策减免等。
[Abstract]:With the development of urbanization, a large number of people are concentrated in the city, which has a great impact on urban traffic and environment. And urban rail transit is becoming an important choice for urban traffic problems because of its advantages of large volume, rapid and convenient, safe and punctual, no pollution, and no occupation of road resources. But the urban rail traffic is becoming an important choice for urban traffic problems. It has the nature of quasi public goods, and the investment scale is large, the period is long, and the profit can not be realized in a short time. The existing financing mode has not been able to meet the fund demand of the development of rail transit. Financing is difficult to be a major factor hindering the development of rail transit in China. This paper tries to study the rail transportation financing model and sum up our country's track. The problems existing in road traffic financing, and put forward optimized ideas and suggestions.
In this paper, literature retrieval and case analysis are used to summarize the financing situation of rail traffic at home and abroad, and summarize the common problems in the financing of rail transit in China. Then, taking Chongqing urban rail transportation as an example, it collects and collects the construction of rail traffic in Chongqing, the related data of operation, and the use of charts and data analysis. The main problems existing in Chongqing rail transit are summarized, and the breakthrough point to solve the financing problem is found out. It provides reference for other urban rail transit financing in China.
This article is mainly from the two angles of the market and the government to propose solutions and suggestions. The market aspect is mainly to encourage the rail transit companies to adopt a multi-channel financing mode, especially to strengthen the reutilization of the existing stock assets and the commercial development of the space resources of rail transportation. The role of the government is mainly embodied in two aspects, one is The diversification of market financing model provides policy support and strengthen market regulation to create a good financing environment; two is to give financial subsidies or policy relief to the financial gap that can not be balanced through the market operation.
