明代中前期京通地区漕运脚费初探

【摘要】:明代中前期,在漕运、赋役、财政等制度改革的发展趋势下,明政府建立起京通地区的漕运秩序。经过成化到嘉靖几个不同阶段的经营与调整,京通二仓并立体制基本形成,在国家与京通人群的利益博弈中,通惠河最终恢复通航。在这动态的过程中,仓储、河漕、人群等几条脉络的交互作用,以漕运脚费的争端为集中表现;同时,脚费也是明政府推行漕运秩序化措施中的重要手段。通过考察脚费在此过程中的调适作用,有助于更深刻地理解漕运制度的运行。
[Abstract]:In the middle and early Ming Dynasty, the government established the order of water transportation in Jingtong area under the development trend of water transportation, taxation, finance and other system reforms. Through the operation and adjustment of different stages from Chenghua to Jiajing, the system of establishing the two storehouses of Jingtong was basically formed. In the game of interests between the state and the people of Jingtong, the Tonghui River finally resumed navigation. In this dynamic process, the interaction of several threads, such as storage, river channel, crowd and so on, is concentrated on the dispute of water transport foot fee, and at the same time, foot fee is also an important means for the government to carry out the measures of order of water transportation in Ming Dynasty. It is helpful to understand the operation of canal transportation system more deeply by examining the adjustment function of foot fee in this process.
