基于GA优化SVM的城市轨道交通项目融资模式评价研究

【摘要】：自“十三五”规划开始以来,我国城市轨道交通建设项目越来越受到重视,发展迅猛,由此融资模式的评价研究也成为时下热点之一。但是,对于城市轨道交通建设项目融资模式评价的研究通常都是由整体入手,较少考虑各融资模式间的差异之处。并且,建造价格高、施工周期长、在城市地下空间开展运用方面要求强等城市轨道交通建设项目所具有的特点又决定了其对融资模式的独特需求。因而,研究如何进行城市轨道交通建设项目融资模式评价具有重要的现实意义。本文首先详细介绍了城市轨道交通及其融资模式的基本内涵及特征,具体从城市轨道交通的交通特性及经济特性入手,并重点描述了几类项目融资模式的定义、特点以及存在的问题,为城市轨道交通建设项目融资模式评价体系的建立提供了理论基石。虽然目前国内对于城市轨道交通建设项目融资模式评价已有较多研究,但是却大多处于起步状态,理论性较强,缺乏切实可行的数学方法。所以,本文针对城市轨道交通建设项目利益相关方而采用的德尔菲法确定了21个评价指标,同时利用模糊聚类方法进行指标筛选。为明确不同融资模式所受评价指标影响重要程度,采用了熵权法与灰色关联分析相结合的方法对城市轨道交通建设项目融资模式评价指标进行分类。紧接运用遗传算法优化支持向量机样本数据,构建城市轨道交通建设项目融资模式评价模型。为我国城市轨道交通建设项目提供新的融资模式评价方案。最后,针对青岛地铁一号线的实际情形,依据建立的评价模型对拟采纳的不同融资模式进行评价。本文通过对城市轨道交通建设项目融资模式的理论、指标体系及评价模型的相关研究,填补了目前融资模式研究的不足,为今后的融资模式评价研究提供了切实可行的建议。
[Abstract]:Since the beginning of the 13th Five-Year Plan, more and more attention has been paid to the urban rail transit construction projects in China, and the research on the evaluation of financing mode has become one of the hotspots. However, the research on the financing mode evaluation of urban rail transit construction projects usually starts from the whole, and less considers the differences between the financing modes. Moreover, the characteristics of urban rail transit construction projects, such as high construction price, long construction period and strong requirements in the application of urban underground space, determine its unique demand for financing mode. Therefore, it is of great practical significance to study how to evaluate the financing mode of urban rail transit construction project. This paper first introduces the basic connotation and characteristics of urban rail transit and its financing mode, starting with the characteristics of urban rail transit and its economic characteristics, and describes the definition of several types of project financing mode. The characteristics and the existing problems provide the theoretical foundation for the establishment of the evaluation system of the financing mode of the urban rail transit construction project. Although there has been more research on the evaluation of the financing mode of urban rail transit construction project in China at present, most of them are in the initial stage, theoretical and lack of practical mathematical methods. Therefore, the Delphi method for the stakeholders of urban rail transit project is used to determine 21 evaluation indicators, and the fuzzy clustering method is used to screen the indicators. In order to determine the importance of the evaluation indexes of different financing models, the paper classifies the evaluation indexes of urban rail transit construction projects by using the method of entropy weight combined with grey correlation analysis. Then genetic algorithm is used to optimize the sample data of support vector machine, and the evaluation model of financing mode of urban rail transit construction project is constructed. To provide a new financing model evaluation scheme for urban rail transit construction projects in China. Finally, according to the actual situation of Qingdao Metro Line 1, the different financing modes to be adopted are evaluated according to the established evaluation model. Through the research on the theory, index system and evaluation model of the financing mode of urban rail transit construction project, this paper fills up the deficiency of the current research on the financing mode, and provides practical suggestions for the future research on the financing model evaluation.
