水运设计企业海外项目管理研究

【摘要】:盛世中国,黄金交通。伴随着改革开放以来中国经济的高速发展,中国的水运设计企业也充分抓住机遇,快速发展。随着经过三十余年在项目管理方面的探索和改革,水运设计企业在项目管理方面得到了很大的提升。但是,由于种种原因,在实际的项目生产过程中,项目管理还是存在不少的问题。 随着国家实施“走出去”战略,海外业务成为水运设计企业新的业务板块和利润增长点。面对的内外环境和国内项目都是不同的,如何适应国际化,适应国际市场的游戏规则,如何从容面对激烈的国际市场竞争是水运设计企业的当务之急。作为项目导向型企业,提高项目管理水平是应对国内外竞争的重要手段和自我提升的通道。因此,,建立一套新的项目管理组织来与之适应,实现更好的资源调配成为水运设计企业的当务之急。在企业高速发展的同时,能力建设和更好的合同管理也成为企业重点关注的课题。 本文梳理了相关的项目管理知识,进行了理论及实践分析,得出了项目组织结构同知识管理、能力建设三者之间是相互依托、相互促进的关系。在此基础上,以我国水运设计企业现有的海外项目管理组织结构为研究对象,采用文献阅读、专家调研与讨论、工程案例分析的方法,分析现有海外项目的特点以及水运设计企业目前海外设计项目的项目管理组织结构,总结了海外项目组织结构、项目管理方面的知识管理与能力建设的现状和存在的问题,强调了实施海外项目组织结构升级的必要性。在以企业实际情况为基础,以组织结构、知识管理和能力建设三者之间的关系及三者与项目经理的关系为出发点,提出了改进后的项目组织结构模型和在企业内部设立两级PMO和完善海外业务处职能的思路和措施,并分析了其相对优势,得出了在大型水运设计企业中,采用PMO组织结构能够有效提升项目管理水平、知识管理与能力建设水平的结论。最后,本文总结了研究存在的不足以及对于后续研究的建议。 本文的论述,显示了项目管理组织结构改进、知识管理与能力建设对于水运设计企业的重要性,为如何不断完善和发展水运设计企业提升这三个方面的水平提供了一定的思路,为企业进行如何将项目管理理论同实际生产相结合提供了参考。
[Abstract]:China, golden traffic in the heyday. With the rapid development of China's economy since the reform and opening up, Chinese waterway design enterprises also fully seize the opportunity and rapid development. After more than 30 years of exploration and reform in project management, waterway design enterprises have been greatly improved in project management. However, due to various reasons, there are still many problems in project management. With the implementation of the "going out" strategy, overseas business has become a new business sector and profit growth point for waterway design enterprises. The internal and external environment and domestic projects are different, how to adapt to the internationalization, adapt to the rules of the game in the international market, how to face the fierce competition in the international market is the urgent matter of waterway design enterprises. As a project-oriented enterprise, improving the level of project management is an important means to cope with domestic and foreign competition and a channel for self-promotion. Therefore, establishing a new project management organization to adapt to it and achieve better resource allocation become the urgent task of waterway design enterprises. With the rapid development of enterprises, capacity building and better contract management have also become the focus of attention. This article combs the related project management knowledge, carries on the theory and the practice analysis, has obtained the project organization structure and the knowledge management, the capacity-building three is mutually depends on, mutually promotes relations. On this basis, taking the existing overseas project management organization structure of China's waterway design enterprises as the research object, adopting the methods of literature reading, expert investigation and discussion, engineering case analysis, This paper analyzes the characteristics of overseas projects and the project management organization structure of overseas design projects in waterway design enterprises, and summarizes the present situation and existing problems of overseas project organization structure, knowledge management and capacity building in project management. The necessity of implementing the organizational structure upgrading of overseas projects is emphasized. Based on the actual situation of the enterprise, the relationship among the organizational structure, knowledge management and capacity building and the relationship between the three and the project manager are taken as the starting point. This paper puts forward the improved project organization structure model, the idea and measure of setting up two-level PMO in the enterprise and perfecting the functions of overseas operations office, analyzes its relative advantages, and obtains the conclusion in the large waterway design enterprise. Using PMO structure can effectively improve the level of project management, knowledge management and capacity building. Finally, this paper summarizes the shortcomings of the study and the recommendations for future research. The discussion of this paper shows the importance of project management organization structure improvement, knowledge management and capacity building for waterway design enterprises, and provides a certain way of thinking for how to improve and develop waterway design enterprises to upgrade the level of these three aspects. It provides reference for enterprise how to combine project management theory with actual production.
