成渝城际客运专线对区域经济发展影响预测研究

【摘要】:我国是国土面积大、资源分布不均的大陆型国家,区域发展不平衡,所以区域经济的快速发展需要城际轨道交通这种运行速度快、安全快捷的新型交通运输方式,国内外发展实践证明高速铁路对沿线区域经济发展产生了巨大的影响。《成渝经济区城际铁路网规划》中规划了以成渝城际客专为主轴的12条城际客专,以成都和重庆为中心城际铁路交通时间将缩减到1小时以内。 本文从交通与区域经济发展的相互关系出发,系统梳理了国内外理论研究现状,分析了城际轨道交通对区域经济发展的影响机理,城际轨道交通的建设投资首先会为区域经济发展起投资拉动作用,城际轨道交通的快速便捷特点将会大大提高区域通达性,从而促进资源的合理配置、产业结构优化升级,带动就业等,为区域经济发展提供动力。本文重点对成渝城际客运专线的区域经济效应进行了预测分析,认为成渝城际客专的建设将对沿线区域经济发展产生深远的影响,加快沿线资源的流动,促进沿线产业的集聚和转移扩散、优化沿线产业结构、促进旅游业的发展。在区域空间发展影响方面,成渝城际客专将实现区域一小时交通圈,从而推动区域经济一体化发展,优化沿线区域的城市空间结构,促进成内渝交通经济带的发展。 本文分析了成内渝地区在建设成渝城际铁路机遇下进一步发展所面临的交通和经济方面的问题与不足,比如区域内交通基础弱、交通体系不完善,沿线城镇发展基础薄弱,行政障碍造成的发展政策不协调等问题。针对沿线区域发展面临的问题提出了推动区域发展的政策建议:加快成渝城际铁路的建设,促进多种交通方式协调运作;完善成渝城际铁路设站城市综合交通枢纽建设,增强交通枢纽的辐射带动作用;加快沿线中小城镇的发展,以政策引导沿线产业集聚实现错位发展。
[Abstract]:China is a continental country with large land area and uneven distribution of resources, and its regional development is not balanced. Therefore, the rapid development of regional economy requires a new type of transportation mode, which is fast, safe and fast, such as intercity rail transit. The development practice at home and abroad has proved that the high-speed railway has a great influence on the regional economic development along the line. In the Plan of Intercity Railway Network of Chengdu-Chongqing Economic Zone, 12 inter-city passenger colleges with Chengdu-Chongqing inter-city passenger as the main axis are planned. Chengdu and Chongqing as the center of inter-city rail transport time will be reduced to less than 1 hour. Starting from the relationship between transportation and regional economic development, this paper systematically combs the current situation of theoretical research at home and abroad, and analyzes the influence mechanism of intercity rail transit on regional economic development. The construction investment of inter-city rail transit will first play an investment pull role for the development of regional economy. The rapid and convenient characteristics of inter-city rail transit will greatly improve the regional accessibility, thus promoting the rational allocation of resources and the optimization and upgrading of industrial structure. Promote employment and so on, for regional economic development to provide power. In this paper, the regional economic effect of Chengdu-Chongqing intercity passenger dedicated line is predicted and analyzed, and it is concluded that the construction of Chengdu-Chongqing inter-city passenger dedicated line will have a far-reaching impact on the regional economic development along the line, and speed up the flow of resources along the line. Promote the agglomeration and transfer of industries along the route, optimize the industrial structure along the route, and promote the development of tourism. In terms of the influence of regional spatial development, Chengdu-Chongqing intercity passengers will realize the regional one-hour traffic circle, thus promoting the regional economic integration, optimizing the urban spatial structure of the region along the route, and promoting the development of Chengne-Chongqing traffic economic belt. This paper analyzes the traffic and economic problems facing the further development in Cheng-Nei-Chongqing area under the opportunity of building Chengdu-Chongqing inter-city railway. For example, the transportation foundation is weak, the transportation system is not perfect, and the development foundation of towns along the line is weak. Administrative obstacles caused by development policy incoordination and other issues. In view of the problems facing the regional development along the line, the paper puts forward some policy suggestions to promote the regional development: speeding up the construction of the Chengdu-Chongqing inter-city railway, promoting the coordinated operation of various traffic modes, perfecting the construction of the comprehensive transportation hub of the Chengdu-Chongqing intercity railway station, Strengthen the radiation driving effect of the transportation hub, accelerate the development of the small and medium-sized towns along the line, and guide the industrial agglomeration along the line with policy to realize the dislocation development.
