湖南交通债务风险防范研究

【摘要】：正当世界各国都在积极应对金融危机的时,包括希腊在内的诸多欧洲国家的主权债务危机成为全球关注的焦点。为应对金融海啸的冲击,中央出台了一揽子刺激经济计划,取得了明显的效果。但与此同时,中国的地方债务的问题也逐步凸现出来。在此背景下,湖南省以成品油税费改革和取消政府还贷性二级公路收费站为契机,着手启动交通体制改革。根据改革的主要内容,将全部交通存量债务移交给省财政厅偿还,对此湖南省的交通债务的管理问题正式作为本届省政府的重要任务。在国际国内对政府债务逐步重视的大环境下以及湖南省现在面临的债务困难,必须很好地解决交通建设“尽力而为”和“量力而行”的矛盾。论文根据国内外相关理论研究的成果,结合工作的实际,分析了湖南省地方交通债务的形成原因、规模结构、潜在风险等基本情况,并简要介绍了国内外对于地方债务的管理经验,在借鉴国内外相关理论的研究成果,以及国内外在地方政府债务风险管理成功经验的基础上,提出了存量债务化解、新增债务控制、风险防范管理等方面对策。对于加强风险管理方面,论文重点在风险指标的设计、风险预警机制的建立、投融资管理的创新等方面进行了探讨。论文对湖南省交通债务的研究,提出了对政府投资的交通类项目的公共性予以区别对待,政府债务风险的根源在于债务规模与偿债能力的失衡等结论,目的在于建议湖南省政府重视交通债务的风险防范问题,规范好各级交通融资平台的管理,加强交通建设项目得监管,提高各类投资资金的使用效益,促进湖南交通事业健康有序地发展。
[Abstract]:As countries around the world grapple with the financial crisis, the sovereign debt crisis of many European countries, including Greece, has become the focus of global attention. In order to cope with the impact of the financial tsunami, the central government issued a stimulus package, and achieved obvious results. But at the same time, China's local debt problems have gradually emerged. Under this background, Hunan Province takes the reform of refined oil tax and fee and the cancellation of the government secondary highway toll station as an opportunity to start the reform of transportation system. According to the main content of the reform, the whole traffic stock debt should be transferred to the finance department of the province to repay, and the management of the traffic debt in Hunan Province should be taken as the important task of the current provincial government. In the international and domestic environment of gradually attaching importance to the government debt and the debt difficulties faced by Hunan Province, it is necessary to solve the contradiction between "doing the best possible" and "acting within the limits" of the traffic construction. According to the results of relevant theoretical research at home and abroad, combined with the actual work, the paper analyzes the formation of local transportation debt in Hunan Province, the structure of scale, potential risks and other basic conditions. This paper briefly introduces the management experience of local debt at home and abroad, and puts forward the solution of stock debt on the basis of reference to the research results of relevant theories at home and abroad, as well as the successful experience of local government debt risk management at home and abroad. New debt control, risk management and other aspects of countermeasures. For strengthening risk management, the paper focuses on the design of risk indicators, the establishment of risk warning mechanism, the innovation of investment and financing management, and so on. Based on the research of traffic debt in Hunan Province, this paper puts forward the conclusion that the public nature of the transportation projects invested by the government should be treated differently. The root of the government debt risk lies in the imbalance between the scale of the debt and the ability to pay the debts. The purpose of this paper is to suggest that the Hunan Provincial Government should pay attention to the risk prevention of traffic debt, standardize the management of transportation financing platforms at all levels, strengthen the supervision of traffic construction projects, and improve the efficiency of the use of all kinds of investment funds. We will promote the healthy and orderly development of Hunan's transportation industry.
