我国城市公共交通民营化问题研究

【摘要】:伴随着全球化和市场化的发展,西方各国从20世纪70年代开始相继进入以打破传统的公共服务垄断供给为特征的政府改革时代,我国也提出深化改革行政体制,打破垄断供给局面。作为市政公用事业之一,我国的公共交通行业突破以往政府垄断低效率的格局,加速市场化进程,引入民间资本参与竞争,取得了一定的改革效果。但由于民营化改革过程中政府监管的缺位,公交行业的改革日益暴露一些深层次的问题。我国公交行业今后改革的方向是什么?政府在公交行业的发展过程中应该担任怎样的角色?什么样的模式能更好的促进城市公交民营化发展?对这些问题的研究显得十分必要。 本文在研究以往文献、分析典型案例的基础上,采用理论与实践结合的方法,探索出我国公交行业的发展方向,为政府提供可参考的政策建议。本文共五章,第一章介绍本文的选题背景、选题意义、研究方法、研究思路,并综述国内外的研究文献。第二章阐述城市公交民营化基本概念和相关理论,为公交民营化的发展奠定了理论基础。第三章回顾城市公交行业的发展历程,介绍目前公交行业发展的现状,概括了我国城市公交民营化发展过程中存在的问题以及原因。第四章借鉴国外公交民营化发展程度较高城市的经验,归纳出有利于我国城市公交民营化发展的做法。第五章总结全文并对我国城市公共交通提出建议措施,包括树立科学的民营化观念、加强法规制度建设、发展多元化经营形式、深化政府监管体制以及培育规范的市场机制等。
[Abstract]:With the development of globalization and marketization, the western countries have entered the era of government reform which is characterized by breaking the traditional monopoly of public service supply since the 1970s. China has also proposed to deepen the reform of the administrative system. Break the monopoly supply situation. As one of the municipal public utilities, the public transport industry of our country breaks through the former government monopoly low efficiency pattern, speeds up the marketization process, introduces the folk capital to participate in the competition, has obtained the certain reform effect. However, due to the absence of government supervision in the process of privatization reform, the reform of the public transport industry has increasingly exposed some deep-seated problems. What is the direction of the future reform of the public transport industry in China? What role should the government play in the development of the public transport industry? What kind of mode can better promote the development of privatization of urban public transport? It is necessary to study these problems. Based on the study of the previous literature and the analysis of typical cases, this paper uses the method of combining theory with practice to explore the development direction of the public transport industry in China, and provides some policy suggestions for the government. There are five chapters in this paper. The first chapter introduces the background, significance, research methods and research ideas of this paper, and summarizes the research literature at home and abroad. The second chapter expounds the basic concepts and related theories of the privatization of urban public transport, which lays a theoretical foundation for the development of the privatization of public transport. The third chapter reviews the development of urban public transport industry, introduces the current situation of the development of public transport industry, summarizes the existing problems and reasons in the process of privatization of urban public transport in China. The fourth chapter draws lessons from the experience of foreign cities with higher degree of privatization of public transport, and sums up the methods conducive to the development of privatization of urban public transport in China. The fifth chapter summarizes the full text and puts forward some suggestions on urban public transport in China, including setting up scientific concept of privatization, strengthening the construction of laws and regulations, developing diversified management forms, deepening the government supervision system and fostering the standardized market mechanism, and so on.
