西安市公共交通总公司发展战略研究

【摘要】：随着西安建设国家化大都市目标的确立,市民对公共交通服务提出更高的要求,其服务目标应更加注重满足不同受众人群,不同需求的多样式出行方式。自2010年开始,西安地铁相继开通6条线路,将会对西安公共交通出行方式产生重大影响。依据市委、市政府高度重视“公交优先”理念,集中出台一系列扶持政策,快速引领公交发展。西安市公共交通总公司是西安市重要的国有企业,承担着市民日常的公共交通客运任务,担负着城市78%的公交交通出行率。本文试图通过企业所处的内、外部环境,结合企业自身拥有资源,以企业环境分析、SWOT分析等方法为主要工具,对西安市公共交通总公司发展战略的制定、内容和措施进行研究。全文通过运用各种理论方法并结合相关文献资料对企业进行认真分析,将企业发展战略定位于：建立集团化管理的公交运营平台,取得地面公交与地铁相互衔接、互为补充的新格局,实现以大容量轨道交通和快速公交为骨干,常规公交为主体,社区微型公交为补充、公共自行车为延伸,城乡公交一体化的多层次、全方位的城市公共交通服务体系。本文创新地提出,西安市公共交通总公司发展战略落地于七个职能战略方面：公共关系、治理结构再造、业务发展、技术发展、信息化发展、人力资源与开发、企业文化发展等七个类型战略。首先,企业需加强与政府职能部门的沟通协作,确保信息渠道通畅。其次,要重新塑造企业治理结构、确保企业核心企业发展、引起先进技术、运用公交智能化系统、保证人力资源管理有序进展及成功塑造企业文化,并同步提出战略规划的实施及控制措施。因此,企业发展战略的精准选择及有效实施,为西安公交从“公交优先”变为“公交优秀”提供了理论基础,确保企业科学发展迈上新台阶,具有较强的实践指导意义。
[Abstract]:With the establishment of the goal of building a nationalized metropolis in Xi'an, citizens have put forward higher requirements for public transport services, which should pay more attention to satisfying different audiences and different needs of various modes of travel. According to the Municipal Party Committee, the Municipal Government attaches great importance to the concept of "public transport priority" and has promulgated a series of supporting policies to lead the rapid development of public transport.
Xi'an Public Transport Corporation is an important state-owned enterprise in Xi'an, which undertakes the daily public transport passenger transport task and 78% of the city's public transport travel rate. Xi'an Public Transport Corporation's development strategy formulation, content and measures are studied. Through the use of a variety of theoretical methods and combined with relevant literature and materials for a serious analysis of the enterprise, the enterprise development strategy positioned in: the establishment of group management of public transport operation platform, to achieve the ground bus and subway links, complementary to each other. The new pattern realizes a multi-level and all-round urban public transport service system with mass transit and bus rapid transit as the backbone, conventional bus as the main body, community minibus as the supplement, public bicycle as the extension, urban and rural public transport integration.
This paper innovatively puts forward that the development strategy of Xi'an Public Transportation Corporation lies in seven functional strategies: public relations, restructuring of governance, business development, technological development, information development, human resources and development, enterprise culture development. Secondly, it is necessary to re-shape the corporate governance structure, ensure the development of core enterprises, bring about advanced technology, and use the public transport intelligent system to ensure the orderly progress of human resources management and successfully shape the corporate culture.
Therefore, the precise selection and effective implementation of the enterprise development strategy provide a theoretical basis for the transformation of Xi'an public transport from "public transport priority" to "public transport excellence", and ensure the scientific development of enterprises to a new level, which has a strong practical significance.
