新加坡港港口发展及政策研究

【摘要】:新加坡港位于马来半岛南端、马六甲海峡出入口,北隔柔佛海峡与马来西亚相邻,南隔新加坡海峡与印度尼西亚相望;扼太平洋和印度洋的航运要道——马六甲海峡的咽喉,是连接亚洲、欧洲和非洲之间的海上交通枢纽,战略位置十分重要,素有“东方直布罗陀海峡”和“远东十字路口”之称。新加坡是一个因港而生,因港而兴的国家,尤其是1965年建国后,经过新老三代政府的努力,已使新加坡港成为东南亚地区的国际金融,国际贸易及国际航运中心。其在东南亚乃至世界航运中所扮演的港口体系标杆及模范作用,来源于其无与伦比的天然地理优势,延续自其不断创新的港口建设及服务理念,得益于其政府应时而变的有效政策。“对于规模来说,更为重要的是经营。”许多新加坡人曾认为,新加坡港承担仅仅是一个处理进口与出口,将国际物资运进国内并将国内的产品运抵出去的普通工作。但作为世界上最高效与最具竞争力的港口,新加坡港是一种“无价的国家资源”。它既是世界范围内便捷的一站式运输与分发中心,也是全球港口终端中最为现代化的仓储中心。虽然在其跨入新世纪之后,不断面临来自各方面的竞争压力,新加坡港仍旧有着充分的自信来迎接各种挑战,迎来专属于它的新世纪。其始终在瞬息万变的全球航运革新的大环境下,保持着属于自身独特优势的核心竞争力,维持着其无可取代的航运中转枢纽地位。在新加坡未来几年的发展蓝图中,航运作为支柱产业的比重不减反增,众多航运衍生周边产业的比重将大幅度上升,体现了其一贯坚持的港口兴国政策以及对于港口综合实力精益求精的追求。就像新加坡这个国家充满激情的发展动力吸引着人才与技术八方来汇一样,新加坡港的耀眼光芒像座明亮的灯塔,吸引着世界范围内的所有船只。这适用于新加坡港的今天,也同时适用于新加坡港的明天。我们期待着这个东方奇迹的国家港口,将继续他那令人兴奋的新发展。它将在港口管理与港口服务方面带给我们怎样新的惊喜?它将怎样捍卫自己国际航运中心的地位?
[Abstract]:The Singapore port is located at the southern end of the Malay Peninsula, at the entrance of the Malacca Strait, adjacent to Malaysia to the north by the Straits of Johor, and across the Strait of Singapore from Indonesia to the south, and the throat of the Strait of Malacca, the main shipping route in the Pacific and Indian Ocean. It is a maritime transportation hub connecting Asia, Europe and Africa. Its strategic position is very important. It is known as the "East Gibraltar Strait" and "far East Crossroads". Singapore is a country born and flourished by Hong Kong, especially after the founding of the people's Republic of China in 1965. Through the efforts of the new and old governments, Singapore Port has become the international financial, international trade and shipping center of Southeast Asia. The exemplary role of its port system in shipping in Southeast Asia and the world stems from its unparalleled natural geographical advantages and continues its innovative concept of port construction and service. Thanks to the effective policies of his government. "what is more important to scale is to operate." Many Singaporeans had argued that the Singapore port was merely an ordinary job dealing with imports and exports, bringing international goods in and out of the country and bringing in domestic products. But as the world's most efficient and competitive port, Singapore is an invaluable national resource. It is not only a convenient one-stop transportation and distribution center in the world, but also the most modern storage center in the world port terminal. Although it has entered the new century and is constantly facing the pressure of competition from all sides, Singapore Port still has sufficient confidence to meet all kinds of challenges and usher in a new century that belongs to it. It has always maintained its core competitiveness which belongs to its own unique advantages and its irreplaceable position as a transit hub in the rapidly changing global shipping innovation environment. In Singapore's blueprint for development in the next few years, the proportion of shipping as a pillar industry will increase rather than decrease, and the proportion of many shipping derivative industries will increase substantially. Embodies its consistent policy of port rejuvenation and the pursuit of the comprehensive strength of the port. Just as Singapore's fervent development drive attracts talent and technology, so the shine of Singapore's harbor acts like a bright lighthouse, attracting all ships around the world. This applies to Singapore Port today, but also to Singapore Port tomorrow. We look forward to continuing his exciting new development at this port of the Oriental Miracle.
