我国高速公路融资风险控制研究

【摘要】：在十二五规划中我国将有6.2万亿元的投资资金用于交通行业，，大部分的资金拟用于公路建设这一方面。但是这一巨额资金的筹集仅靠政府财政拨款以及银行贷款是无法满足其需求的，必须要实行投资主体多元化和融资模式多样化的运作模型。在高速公路融资中对于融资的专业知识和相关学科的要求非常高，且在融资过程中由于内部操作和外部环境的原因存在着很多风险因素。因此对于高速公路建设这种资金需求巨大的基础设施项目来说，如何选择融资模式、降低融资成本以及有效控制风险具有非常重要的理论和实践研究意义。本文在对目前高速公路融资的现状和方式进行分析总结的基础上，对融资活动在项目的准备期、建设期和运营期可能存在风险因素进行了识别、分析和评价，并且给予了相关对策建议。最后积极探索适合高速公路融资风险控制的实际可操作性强的风险控制模型，为高速公路融资风险控制提供一条实际可借鉴的方法并通过实证研究给予相关的论证。本文对构建良好的融资环境、促进高速公路的发展具有一定的积极意义。全文共分为为七章。第一章绪论，介绍了研究的背景、目的、意义和方法以及国内外研究现状；第二章简述了高速公路的融资状况，阐述了当前高速公路的融资政策、体制以及融资方式的分析和评价；第三章对高速公路融资风险控制进行概述，对风险和风险管理进行了简要的阐述，并对高速公路融资的风险控制进行了相关的概述。本文的重点在四、五、六章，第四章对于高速公路的融资分三阶段进行了风险识别和评价；第五章在风险分析的基础上对各阶段分别提出了风险应对措施，并构建了高速公路融资风险控制体系；第六章引入融资风险控制案例进行实证研究；第七章结束语。
[Abstract]:In the 12th Five-Year Plan, 6.2 trillion yuan of investment funds will be used in the transportation industry, and most of the funds will be used in highway construction. However, the raising of this huge amount of funds can not meet its demand only by the government financial allocation and bank loans, so it is necessary to carry out the operation model of diversification of investment subject and financing mode. There are many risk factors in the financing process because of the internal operation and the external environment. Therefore, how to choose the financing mode, reduce the financing cost and effectively control the risk has a very important theoretical and practical significance for the expressway construction, which has a huge capital demand for infrastructure projects. On the basis of analyzing and summarizing the current situation and methods of expressway financing, this paper identifies, analyzes and evaluates the possible risk factors of financing activities in the preparation period, construction period and operation period of the project. And gives the related countermeasure suggestion. Finally, this paper actively explores the practical operational risk control model suitable for highway financing risk control, and provides a practical reference method for highway financing risk control and gives relevant demonstration through empirical research. This article has certain positive significance to construct good financing environment and promote the development of expressway. The full text is divided into seven chapters. The first chapter introduces the background, purpose, significance and methods of the research, and the current research situation at home and abroad. The third chapter summarizes the risk control of expressway financing, briefly expounds the risk and risk management, and summarizes the risk control of expressway financing. This paper focuses on four, five, six chapters, the fourth chapter of the highway financing in three stages of risk identification and evaluation; chapter five on the basis of risk analysis on the basis of each stage of the risk response measures, And constructed the expressway financing risk control system; the sixth chapter introduces the financing risk control case to carry on the empirical research; the seventh chapter concluding remarks.
