威海公路公司综合绩效考核体系设计

【摘要】:自上个世纪八十年代未我国修建高速公路以来,到上个世纪九十年代后期,我国高速公路建设取得了突飞猛进的发展。截至目前,我国的高速公路通车里程位居世界第二。其中,山东省高速公路里程位居全国第二。高速公路的大规模建设,为我国经济的发展注入了活力,不但加快了国内商品经济的流通,而且也促进了国际贸易的发展,也为各地对外招商投资创造了很好的交通环境,这对国民经济的发展有着重要的积极意义。 威海公路公司作为山东省唯一一家高速公路运营管理上市公司下属的分公司,负责烟台威海范围内的威乳高速、烟海高速的运营管理,为当地的经济发展做出了突出的贡献。但是近几年,尤其是去年烟海高速通车以来,威海公路公司的管理里程加长,管理单位增加,管理人员增多,收费额和通行量也日益提高,威海公路公司的管理模式,尤其是绩效考核模式越来越无法应对日新月异的内外环境,所以对基层收费站绩效考核模式进行改革,迫在眉睫。 本文尝试结合高速公路行业特点和作为公共产品的性质,围绕通行收入指标和综合管理两大主题,从定量和定性角度,建立科学、系统的高速公路收费站综合绩效考评体系。
[Abstract]:Since the expressway was not built in our country in the eighties of last century, the expressway construction in our country has made great progress by leaps and bounds to the late nineties of last century. Up to now, China's expressway traffic mileage ranks second in the world. Among them, Shandong Province highway mileage ranks second in the country. The large-scale construction of expressways has injected vitality into the economic development of our country. It has not only accelerated the circulation of the domestic commodity economy, but also promoted the development of international trade, and has also created a good transportation environment for foreign investment and investment. This has important positive significance to the development of national economy. Weihai Highway Company, as the only subsidiary of Shandong Province, is responsible for the operation and management of Weihai high speed and Yanhai high speed in Yantai, which has made outstanding contribution to the local economic development. But in recent years, especially since the opening of Yanhai Expressway last year, the management mileage of Weihai Highway Company has increased, the number of management units has increased, the number of management personnel has increased, the amount of fees collected and the volume of traffic have also increased day by day. The management mode of Weihai Highway Company Especially the performance appraisal model can not cope with the ever-changing internal and external environment, so it is urgent to reform the performance appraisal model of grass-roots toll stations. Based on the characteristics of expressway industry and the nature of public goods, this paper attempts to establish a scientific and systematic comprehensive performance appraisal system for toll collection stations on the basis of quantitative and qualitative aspects around the two themes of general income index and comprehensive management.
