中国大都市区市域快轨发展滞后的原因

【摘要】:我国超大城市的空间拓展已进入都市区阶段,出行时耗明显延长,利用常规地铁制式难以满足人们的出行要求,市域快轨的诞生有一定的实际需求,但最高运行速度为140-160公里/小时的轨道制式在实践中却鲜有应用。对其建设滞后的原因分析,国内研究较少且不够系统深入。本文系统分析了国内市域快轨发展现状、制式选择的核心问题及市域快轨发展的制约因素。认为主要滞因包括发展政策和建设机制不明晰、地方政府缺少建设动机、都市区土地开发模式及规划设计理论不完善、客流风险大等诸多不利条件;市域快轨是大都市区空间组织必不可少的运输工具,对我国大都市区而言有着更强的建设必要性,在法定规划和轨网规划中应预留建设空间以降低建设成本。
[Abstract]:The space expansion of mega-cities in China has entered the stage of metropolitan area, the travel time is obviously prolonged, it is difficult to meet the travel requirements of people by using the conventional subway system, and the birth of urban fast rail has certain practical needs. However, the rail system with a maximum speed of 140-160 km / h is rarely used in practice. The analysis of the reasons for the lagging of its construction, the domestic research is less and less systematic. This paper systematically analyzes the present situation of the rapid rail development in China, the core problems of the system selection and the restrictive factors of the rapid rail development in the city area. The main reasons include unclear development policy and construction mechanism, lack of construction motivation of local government, imperfect land development model and planning and design theory in metropolitan area, high risk of passenger flow and so on. Urban fast track is an indispensable transportation tool for metropolitan spatial organization. It is more necessary to construct metropolitan area in our country. In order to reduce the construction cost, the construction space should be reserved in the legal planning and rail network planning.
