高铁技能人才培养项目培训模式研究

【摘要】:“十一五”规划以来,我国铁路行业发生天翻地覆的变化,铁路设备更新换代,高速铁路相继开通运营,发展成果震惊世界。随之而来的就是生产方式和运输组织形式发生深度变化。然而,铁路现有的劳动生力军,是在既有线铁路设施条件下培养壮大起来的,熟悉的是普通速度列车的规章管理及运输组织,对铁路新技术、新设备、新材料、新工艺“四新”知识和先进作业方法的了解不深刻,难以胜任新的岗位素质要求。尤其是高铁技能人才相对短缺,其在知识储备、技术更新上滞后于现场实际,这些对高速铁路技能人才队伍建设提出了前所未有的挑战。 本文介绍了国外先进的企业员工培训理论,提出在系统型培训模式中运用SBT教育理念,结合京铁职工培训中心原有的培训实际,运用先进培训理论模型,认真规划高铁技能人才培养项目建设,查找在培训管理工作中曾经发生的问题和不足,通过培训现状的调查、资料的收集与处理,发现培训体系缺乏科学性、培训需求调查不充分、培训教材滞后于现场需求、培训的手段方法落后、师资队伍的整体素质欠缺、培训效果评估流于形式等问题,对培训的各个流程进行分析,比较培训管理现状和培训需求的差距。提出树立创新思维,构建科学有效的铁路员工培训模式,充分利用既有资源,创造条件加强培训设备设施的补充和完善,配备模拟仿真实训设施,充分利用路局职教师资库,与站段联合办学,开展专题培训,注重培训效果评估和培训需求调查,促进铁路技能人才培训质量的不断攀升,以更好地适应铁路快速发展的新形势。 通过本文的研究,希望所提出的培训方案及保障措施能对职工教育培训管理实践提供一些参考。
[Abstract]:Since the 11th Five-Year Plan, the railway industry of our country has changed dramatically, the railway equipment has been replaced, the high-speed railway has been opened one after another, and the development results have shocked the world. What follows is the mode of production and the transportation organization form produces the depth change. However, the existing labor force of the railway has grown up under the conditions of existing railway facilities. What is familiar is the regulation, management and transportation organization of ordinary speed trains, new technologies, new equipment, and new materials for railways. The knowledge of "four new" and advanced working methods is not deep enough to meet the requirements of new job quality. Especially the relative shortage of high speed railway skilled personnel, which lags behind the actual situation in terms of knowledge reserve and technical renewal, which poses an unprecedented challenge to the construction of skilled personnel in high speed railway. This paper introduces the advanced training theory of foreign enterprise employees, and puts forward the application of SBT education concept in the systematic training mode, combined with the original training practice of the Beijing Railway employees training Center, and the application of the advanced training theory model. We should carefully plan the construction of the high speed railway skilled personnel training project, find out the problems and deficiencies that have occurred in the training management work. Through the investigation of the training situation and the collection and processing of the data, we find that the training system lacks of scientific nature. The investigation of training demand is not sufficient, the training material lags behind the field demand, the method of training is backward, the overall quality of teachers is lacking, and the evaluation of training effect is just a formality. Compare the current situation of training management and the gap between training demand. It is proposed to establish innovative thinking, construct scientific and effective training mode for railway employees, make full use of existing resources, create conditions to strengthen the supplement and perfection of training equipment and facilities, equip with simulated practical training facilities, and make full use of the vocational education teachers' bank of the Road Bureau. In order to better adapt to the new situation of rapid development of railway, we should jointly run schools with stations and depots, carry out special training, pay attention to training effect evaluation and training demand investigation, and promote the continuous improvement of the training quality of railway skilled personnel in order to better adapt to the new situation of rapid development of railway. Through the research of this paper, it is hoped that the proposed training scheme and safeguard measures can provide some references for the management practice of staff education and training.
