山东航空公司安全管理体系实施研究

【摘要】:随着社会和经济的发展,越来越多的人选择了乘坐飞机出行,民航运输成为了日益大众化的交通运输方式。虽然民航运输是世界上最安全的交通工具,但民航发展的永恒主题依然是航空安全问题。航空安全管理理念也已经从最初的机械时期发展到了目前的系统安全管理时期。在系统安全管理时期,最显著的特点就是引入了安全管理体系(Safety Management System,以下简称SMS)这一“工具箱”,使安全管理实现了从事后到事前、从开环到闭环、从个人到组织、从局部到系统的重大转变。山东航空公司作为一家中型的航空公司,于2010年5月顺利通过了局方的SMS合格审定,成为继厦门航空公司之后的全国第二家通过SMS合格审定的航空公司,并初步建立了符合公司实情的SMS。但由于中国民航企业的SMS还处于起步阶段,这方面的研究还很少,没有太多经验可以借鉴,所以山东航空公司的SMS在实施的过程中也遇到了一系列的问题。本文找出这些存在的问题并进行分析,并提出山东航空公司SMS实施的改进建议,来提高山东航空公司的安全管理水平,有利于公司更好更快发展,并为其他航空公司提供借鉴,为行业的安全运行提供有力保障,降低事故率,提高整个行业的安全管理水平。 在研究方法上,本文采用了文献法、理论研究法、调查研究法、实证分析法、比较研究法等方法。 本文在介绍安全管理相关理论的基础上,对山东航空公司及其SMS的实施现状进行了介绍。山东航空公司的SMS包括政策、风险管理、安全保证和安全促进这四大组成部分。笔者从这四大组成部分入手,介绍每个部分在山东航空公司的实施现状。然后分析实施过程中存在的问题,主要包括:员工参与度不高,SMS理念没有深入人心;手册规章落实不到位;风险管控不到位;安全信息的数量和质量有待提高;安全信息分析利用不充分;安全监控不到位;员工安全教育培训的效果不理想。最后借鉴国内外先进航空公司SMS实施经验,针对山东航空公司SMS实施过程中存在的问题分别找出对应的改进措施,包括建立安全文化评估体系,形成全员参与的文化氛围;严肃惩处违规违章行为,突出规章标准的强制性;建立风险管理模型,增加安全投入,提高风险管控能力;建立规范明确、通畅无碍的安全信息收集渠道;建立安全信息管理平台,充分发挥安全信息功能;开发有效的系统监控方法和平台,提高安全监控能力;分层次、针对性开展教育和培训,提高培训效果。 根据论文分析,本文得出如下结论:必须转变思想,创新管理理念,注重方法研究,狠抓措施落实,来改进山东航空公司SMS的实施现状。
[Abstract]:With the development of society and economy, more and more people choose to travel by air. Although civil aviation transportation is the safest means of transportation in the world, the eternal theme of the development of civil aviation is still aviation security. The concept of aviation safety management has also developed from the initial mechanical period to the current system safety management period. In the period of system security management, the most remarkable feature is the introduction of the "toolbox" of (Safety Management System, (security management system), which makes the security management realize from afterwards to beforehand, from open loop to close loop, from individual to organization. A major shift from part to system. Shandong Airlines, as a medium-sized airline, successfully passed the SMS qualification of the bureau in May 2010, becoming the second airline in China to pass SMS qualification after Xiamen Airlines. And has established the SMS. which accords with the company's reality preliminarily. However, because the SMS of China civil aviation enterprise is still in its infancy, the research on this aspect is still few, and there is not much experience to learn from it, so the SMS of Shandong Airlines has encountered a series of problems in the process of implementation. This paper finds out these problems and analyzes them, and puts forward some suggestions to improve the safety management level of Shandong Airlines SMS, which is beneficial to the better and faster development of Shandong Airlines, and provides reference for other airlines. To provide a strong guarantee for the safe operation of the industry, reduce the accident rate, and improve the safety management level of the whole industry. In terms of research methods, this paper adopts literature method, theoretical research method, investigation research method, empirical analysis method, comparative research method and so on. On the basis of introducing the theory of safety management, this paper introduces Shandong Airlines and its implementation status of SMS. Shandong Airlines SMS includes four components: policy, risk management, safety assurance and safety promotion. From these four parts, the author introduces the implementation status of each part in Shandong Airlines. Then analyze the problems in the process of implementation, including: the low level of employee participation, the concept of SMS is not popular; the manual is not in place; the risk control is not in place; the quantity and quality of security information need to be improved; The analysis and utilization of safety information is not sufficient, the safety monitoring is not in place, and the effect of safety education and training for staff is not satisfactory. Finally, referring to the SMS implementation experience of domestic and foreign advanced airlines, the corresponding improvement measures are found out for the problems existing in the implementation process of Shandong Airlines SMS, including the establishment of a safety culture evaluation system and the formation of a cultural atmosphere in which all members participate; Strictly punish violations and regulations, highlight the mandatory rules and regulations; establish a risk management model, increase safety input, improve risk control ability; establish clear and clear safe information collection channels; Establish security information management platform, give full play to the function of security information; develop effective system monitoring methods and platforms, improve the ability of security monitoring; carry out education and training in different levels, improve the training effect. According to the analysis of the paper, this paper draws the following conclusions: we must change our ideas, innovate the management idea, pay attention to the research of methods, and pay close attention to the implementation of measures to improve the present situation of SMS implementation in Shandong Airlines.
