珠海港西江港口战略联盟研究

【摘要】:“十二五”期间国家将重点发展内河综合运输体系,加大对珠江水系西江黄金水道的建设。珠海港在《珠江三角洲发展规划纲要》指导下也迎来了新一轮大发展,珠海港提出西江发展战略,结合自身港口资源和江海联运优势,通过与西江港口建立港口战略联盟合作,提高珠海港竞争优势,发挥西江港口群的物流平台作用,提升产业供应链的物流价值,促进西江流域产业经济的发展。 本文主要运用港口战略联盟相关理论研究,对珠海港构建西江港口战略联盟的必要性和可行性进行分析,通过运用SWOT分析港口联盟的内、外部环境,存在的优势和机遇及存在的困难,得出结论:珠海港通过西江港口联盟战略可以提高区域港口的规模经济效益和实现腹地范围经济,扩展港口企业核心竞争力。 本文根据珠海港的具体情况创新性提出了港口战略联盟新模式,通过与南宁、梧州、贵港等西江港口建立战略联盟组织,在组织框架下加强物流各方面的合作。珠海港与西江内河港在发展港口间纯业务合作的基础上,不断扩大以资产为纽带的紧密型合作,通过共同投资或参股集装箱码头、物流公司、内陆配送中心、无水港和内支线运输公司,形成为西江进出口集装箱提供装卸、仓储、包装、报关、运输、代理“一条龙”服务的综合物流运营网络和喂给港口群,使珠海港的核心竞争力不断增强。同时,以珠海、中山、江门三地城市一体化进程为基础,整合三地的港口资源,以珠海港为核心港,发挥珠海港保税港区的区位和政策优势,发展国际中转、采购、配送、出口加工、转口贸易等业务,拓展相关港口物流园功能。 本文对构建港口战略联盟的组织流程和具体措施也进行了深入的研究,对联盟的治理结构、风险防范、利益分配、伙伴的选择等方面进行了分析,并对推进西江港口联盟新模式提出了几点对策和建议。
[Abstract]:During the 12th Five-Year Plan, the state will focus on the development of integrated transport system of inland rivers and increase the construction of the Golden Waterway of Xijiang River in the Pearl River system. Under the guidance of the Pearl River Delta Development Planning Program, the Pearl River Harbour has also ushered in a new round of great development. The Pearl Harbor has put forward the development strategy of the Xijiang River, combined with its own port resources and the advantages of river and sea transport, and through establishing a port strategic alliance with the Xijiang port, To improve the competitive advantage of Pearl Harbor, to play the role of logistics platform of Xijiang port group, to enhance the logistics value of industrial supply chain, and to promote the development of industrial economy in Xijiang River Basin. This paper mainly uses the theory of port strategic alliance to analyze the necessity and feasibility of constructing Xijiang port strategic alliance in Pearl Harbor, and analyzes the internal and external environment of port alliance by using SWOT. It is concluded that the strategy of Xijiang Port Union can improve the economic benefits of regional ports, realize the hinterland economy, and expand the core competitiveness of port enterprises. According to the specific situation of Pearl Harbor, this paper puts forward a new mode of strategic alliance of port. Through establishing strategic alliance with Xijiang ports such as Nanning, Wuzhou, Guigang and so on, the cooperation of various aspects of logistics is strengthened under the framework of organization. On the basis of the development of pure business cooperation between ports, Pearl Harbor and Xijiang River Port have continuously expanded the close cooperation, which is linked by assets, through joint investment or equity participation in container terminals, logistics companies, inland distribution centers, Non-water port and inner regional transportation company, forming a comprehensive logistics operation network and feeding port group to provide loading and unloading, warehousing, packaging, customs declaration, transportation, agency "one-stop" service for Xijiang import and export containers, The core competitiveness of Pearl Harbor has been strengthened. At the same time, on the basis of the integration process of Zhuhai, Zhongshan and Jiangmen cities, integrating the port resources of the three places, taking the Pearl Harbor as the core port, giving play to the location and policy advantages of the bonded port area of the Pearl Harbor, developing international transit, procurement, distribution, Export processing, entrepot trade and other business, expand the functions of port logistics park. This paper also carries on the thorough research to the organization flow and the concrete measure of the port strategic alliance, analyzes the management structure, the risk prevention, the benefit distribution, the partner selection of the alliance, etc. Some countermeasures and suggestions are put forward to promote the new model of Xijiang Port Union.
