政府的换乘投资与私家车主出行的选择——以北京市为例

【摘要】:"城市化"的快速发展和"私家车时代"的来临使得我国城市,特别是特大城市面临严重的城市交通拥堵和空气污染问题。北京市政府和私家车主换乘博弈模型表明,当前政府换乘投资的驻车换乘(P+R)停车场收费标准(基于私家车主效用最大化视角)及规模(基于政府换乘投资成本收益分析视角)均较为合理。但是,为维持驻车换乘(P+R)停车场的运营及促进私家车主清洁出行,政府应加强对私家车主清洁出行的宣传教育,并为驻车(P+R)换乘停车场的收费标准和规模的调整预留空间。此外,政府在换乘枢纽换乘投资构建的实惠高效的驻车(P+R)换乘停车场,将为私家车主的清洁出行提供机制性保障,并有助于减少私家车主自驾的负外部性。
[Abstract]:With the rapid development of "urbanization" and the coming of "private car age", Chinese cities, especially megacities, are facing serious problems of traffic congestion and air pollution. The game model between Beijing government and private cars shows that, The current government transfer investment (P R) parking fee standard (based on the private car main utility maximization perspective) and the scale (based on the government transfer investment cost and income analysis perspective) are more reasonable. However, in order to maintain the operation of the (P R) parking lot and to promote the clean travel of private car owners, the government should step up publicity and education on clean trips for private car owners. And for parking (P R) transfer parking fee standards and size adjustment reserved space. In addition, the (P R) parking lot, which the government invested in the transfer hub, will provide institutional protection for private car owners' clean trip and help reduce the negative externalities of private car owners' self-driving.
