黑龙江支线航空发展模式研究

【摘要】:近年来,黑龙江支线航空发展较快,,支线机场数量快速增加。但总体看支线机场的运输生产增长仍然缓慢。从运输生产的绝对值看还很低,经营上全部亏损,现金流量均为负数,无法满足机场日常的生产经营,全部靠政府补贴维持,更无从进行固定资产的更新改造。因此,迫切需要利用现有资源和条件,大力发展支线航空,改善黑龙江支线机场长期亏损的局面。 本文首先提出了支线航空发展模式的定义及构成要素,论述了目前支线航空发展的主要模式有城市对接式、支线环飞式及中枢轮辐式,并对三种模式做了比较分析。其次按照支线航空发展模式构成要素分析了黑龙江支线航空发展模式要素、现状及存在的问题。然后根据黑龙江自身的实际情况和特点,借鉴中美支线航空发展的经验,建立了以哈尔滨机场为中心支线航空轮辐式的发展模式,并对其发展模式的构成要素进行了系统的分析。最后提出为保障新模式的有效运行,应从基础设施投入、政策保障、税费减免等方面采取相应的保障措施,支持支线航空快速发展。
[Abstract]:In recent years, Heilongjiang regional aviation has developed rapidly and the number of regional airports has increased rapidly. But overall, regional airport transport production growth is still slow. The absolute value of transportation production is still very low, all the losses in operation, cash flow are negative, can not meet the daily production and operation of the airport, all rely on government subsidies to maintain, not to mention the renewal and transformation of fixed assets. Therefore, it is urgent to make use of existing resources and conditions to develop regional aviation and improve the long-term loss of Heilongjiang regional airport. This paper first puts forward the definition and elements of the development mode of branch aviation, and discusses that the main modes of the development of branch aviation at present are city docking, branch annulus and central spoke, and makes a comparative analysis of the three modes. Secondly, according to the component elements of the regional aviation development model, the paper analyzes the elements, current situation and existing problems of Heilongjiang branch aviation development model. Then, according to the actual situation and characteristics of Heilongjiang, and drawing lessons from the experience of the development of China and America regional aviation, the development model of Harbin Airport as the center of the regional aviation spoke is established. And the elements of its development model are systematically analyzed. Finally, in order to ensure the effective operation of the new model, we should take corresponding safeguard measures from the aspects of infrastructure investment, policy guarantee, tax reduction and so on, so as to support the rapid development of regional aviation.
