港口建设费的调整对中国航运业影响及其对策的研究

【摘要】:港口建设费是根据国务院《港口建设费征收办法》的规定,由交通运输部负责的,向进出对外开放口岸港口辖区范围的所有码头、浮筒、锚地及从事水域过驳等装卸作业的货物征收,专项用于港口建设的国家政府性基金。从1983年开始,国家规定开始征收港口建设费,中间经历了几次调整,包括征收范围,征收标准、征收对象的变化,但仍然存在港口建设费少征、漏征的情况,于是国务院经过研究决定,从2011年10月1日开始,港口建设费改由海事机构代为征收,以保证港口建设费征收顺利进行。 本论文所要完成的工作就是实地调研港口建设费从2011年10月1日实行新的政策之后,对我国港口建设和航运业有什么具体的影响,并详细分析我国现阶段的航运业情况,结合港口建设费征收政策的调整,提出加强我国港口建设和航运业的建议和对策。 实地调研广东汕尾地区的航运业的情况。在实地调研时,仔细的考虑了可能影响航运业的情况,排除各种因素的影响,单纯的研究港口建设费征收调整之后对航运业的影响情况。另外再根据国内外关于港口建设和航运业管理的先进经验,探索如何更好的加强中国的港口建设专业化、现代化、集约化发展,探索中国航运业的新出路。 本文在分析和总结的基础上,主要研究了以下几方面的工作: 1、从1986年开始征收港口建设费的历史回顾以及收费过程的弊端分析; 2、详细分析调整后的港口建设费征收与调整前的政策有什么不同的地方; 3、我国现阶段港口建设和航运业状况分析; 4、按照新政策开始征收港口建设费之后,对我国的航运事业有什么影响; 5、我国航运业的发展趋势和改革方向; 6、进一步加强我国航运事业和港口建设的建议和对策; 拟解决的关键问题: 1、新的港口建设费征收政策在哪些方面做了较大的改进; 2、新的港口建设费施行之后对我国的航运业有什么大的影响; 3、如何更好的发展我国的航运事业和港口建设。
[Abstract]:Port construction fees are charged by the Ministry of Transport in accordance with the regulations of the State Council on the Collection of Port Construction fees, to all terminals and buoys entering and leaving the areas under the jurisdiction of ports open to the outside world. Anchorage and cargo collection for loading and unloading operations such as water barges shall be used exclusively for port construction. Since 1983, the state has prescribed the imposition of port construction fees, which has undergone several adjustments, including changes in the scope of collection, the standards of collection, and the object of collection. However, there is still a situation where port construction fees are undercharged or omitted. As a result, the State Council decided that from October 1, 2011, the port construction fee should be collected by the maritime organization, so as to ensure the smooth implementation of port construction fee collection. The work to be accomplished in this paper is to investigate and investigate the port construction expenses on the spot after the implementation of the new policy on October 1, 2011, what specific impact on the port construction and shipping industry in China, and to analyze in detail the current situation of the shipping industry in our country. Combined with the adjustment of port construction fee collection policy, suggestions and countermeasures for strengthening port construction and shipping industry in China are put forward. Field investigation of the shipping industry in Shanwei, Guangdong. In the field investigation, carefully considered the possible impact on the shipping industry, excluding the impact of various factors, only to study the port construction fees after the adjustment of the impact on the shipping industry. In addition, according to the advanced experience of port construction and shipping industry management at home and abroad, this paper explores how to better strengthen the specialization, modernization and intensive development of China's port construction, and explore a new way out for China's shipping industry. On the basis of analysis and summary, this paper mainly studies the following aspects of work: 1. Review the history of port construction charges since 1986 and analyze the drawbacks of the charging process; (2) analyze in detail the differences between the adjusted port construction fee collection and the policy before the adjustment; 3, analyze the current situation of port construction and shipping industry in China; (4) after the port construction fee is collected according to the new policy, what influence will it have on the shipping industry in our country? 5, the development trend and reform direction of the shipping industry in our country; (6) suggestions and countermeasures for further strengthening the shipping industry and port construction in China, the key problems to be solved are: 1, which aspects of the new port construction fee collection policy have been greatly improved; 2, after the implementation of the new port construction fee, what great impact will it have on the shipping industry of our country; 3, how to develop the shipping industry and port construction of our country better.
