福建省高速公路路政管理研究

【摘要】：高速公路是国民经济和社会发展的必然产物。20世纪60年代以来,高速公路在世界各地得到迅速发展。中国大陆修建高速公路起步较晚,但起点高、发展快。经过20多年的迅速发展,我国高速公路事业取得了举世瞩目的成就。近年来,高速公路路政管理日益成为高速公路管理领域探讨的热点问题。在国家机构改革和职能转变的大背景下,对作为高速公路行政执法的高速公路路政管理进行分析、定位和研究,具有重要的理论和现实意义。本文通过分析比较中国高速公路管理的各种基本理论,提出笔者自己的见解,为我国高速公路管理学的发展和完善做点基础性工作；通过对福建省高速公路路政管理的现状、存在问题以及改进措施的分析和探讨,为福建省高速公路路政管理做点有益的探索。
[Abstract]:Expressway is the inevitable product of national economy and social development.After 1960s, expressway has been developing rapidly all over the world. The construction of highway in mainland China started late, but the starting point is high and the development is fast. After more than 20 years of rapid development, the cause of highway in China has made remarkable achievements. In recent years, highway administration has become a hot issue in the field of highway management. Under the background of the reform of national institutions and the transformation of functions, it is of great theoretical and practical significance to analyze, locate and study the highway administration as an administrative law enforcement system. By analyzing and comparing various basic theories of expressway management in China, this paper puts forward my own opinions, and does some basic work for the development and perfection of expressway management in China. Based on the analysis and discussion of the present situation, existing problems and improvement measures of highway administration in Fujian Province, this paper makes a beneficial exploration for highway administration in Fujian Province.
