中国高铁向境外延伸的地缘战略考量

【摘要】:中国是一个海陆兼备的大国,陆权战略对中国来说尤为重要,近年来中国高铁发展迅速,力图打造贯穿17国的高铁丝绸之路。高速铁路的建成,将大大推动中国与周边国家之间经济、政治间的交流与合作,特别是对于欧亚大陆经济的整合也会产生积极的影响。与此同时,中国的一个新型地缘战略将由此产生。 本文以麦金德“心脏地带”理论为立足点,采用文献、比较分析法,归纳法等方法对中国高铁向境外延伸的地缘战略进行研究、分析,探索其众多因素中的交通要素。从中国近年来迅速发展的高铁入手,通过高铁对地域联系紧密性的作用分析,提出我国现阶段的战略新思路。 本文通过独特的视角,受麦金德“心脏地带”理论的启发,从高铁的大力建设出发,得出了中国得以实现陆权战略的构想与现实可能性。同时针对中国海陆兼备的特点,得出在高铁的推动作用下,我国具有独特的地缘战略选择。本文第一部分首先回顾了陆权和海权地缘战略方面的基本理论,主要阐释了麦金德“心脏地带学说”和马汉的“海权理论”,并介绍了交通条件与地缘战略的影响;第二部分从地缘视角探讨了从高铁向境外延伸的向北向南向西三线,分析中国地缘战略的周边地缘环境、影响中国安全的周边地缘环境。第三部分笔者探讨中国高铁崛起的地缘战略构想及对中国地缘战略的思考,即高铁可以推动欧亚大陆的经济整合,在此基础上得出我国可以选择灵活的战略,即发展陆权的同时可以发展海权,二者之间可以相得益彰。现阶段,海权国家主宰的国际经济秩序则尚未改变,,中国的环太平洋经济则代表着海权的发展方向。中国可以在海陆间众横捭阖,根据实际需要来选择在一定时期内适合自身发展的有利战略,从而实现国家利益的最大化。
[Abstract]:China is a big country with both land and sea, and the land power strategy is especially important to China. In recent years, China's high-speed rail has developed rapidly, trying to build a 17-nation high-speed rail Silk Road. The construction of high-speed railway will greatly promote the economic and political exchanges and cooperation between China and the neighboring countries, especially for the integration of Eurasia economy will also have a positive impact. At the same time, a new geo-strategy for China will emerge. Based on McKinley's "heartland" theory, this paper studies the geostrategy of China's high-speed railway extending offshore by means of literature, comparative analysis and induction, and explores the traffic factors among its many factors. Starting with the rapid development of high-speed rail in China in recent years, this paper puts forward the new strategic thinking of our country at the present stage through the analysis of the role of high-speed rail to the close regional connection. Through a unique perspective and inspired by McKinley's "heartland" theory, from the point of view of the construction of high-speed railway, this paper draws the conception and realistic possibility of China's land power strategy. At the same time, according to the characteristics of both land and sea in China, it is concluded that China has a unique geo-strategic choice under the push of high-speed rail. In the first part of this paper, the author reviews the basic theories of land and sea power geostrategy, mainly explains McKinde's "heartland theory" and Mahan's "sea power theory", and introduces the influence of traffic conditions and geo-strategy. In the second part, the author discusses the third line from the perspective of geography to the north to the south, and analyzes the surrounding geo-environment of China's geo-strategy, which affects the security of China. In the third part, the author discusses the geostrategic conception of the rise of China's high-speed rail and its consideration of China's geo-strategy, that is, high-speed rail can promote the economic integration of Eurasia, on the basis of which we can choose a flexible strategy. That is, land rights can be developed at the same time, the two can complement each other. At present, the international economic order dominated by sea power countries has not yet changed, while China's Pacific Rim economy represents the development direction of sea power. In order to maximize the national interests, China can choose a favorable strategy suitable for its own development in a certain period of time according to the actual needs.
