深圳市智能交通系统运维模式及评价体系研究

【摘要】:深圳市政府《关于印发深圳市现代产业体系总体规划(2009-2015年)的通知》中明确突出对信息化技术的重视,深圳市智能交通的发展更是关系智慧城市的建设重点。根据《深圳市智能交通“十二五”规划》(2011年5月),提出的实现智能交通建设“四大平台”(智能设施、智能公交、智能物流、智能政务平台),以支撑城市综合交通运输体系,启动新一代ITS“1+6”(1个平台、6大系统)工程建设,将有力提升深圳市智能交通水平,为公众提供更加舒适、便捷的交通系统。然而,目前深圳市并没有能够促进智能交通可持续发展的智能交通系统运维模式综合方案和评价体系。 本文全面调研了国内外交通准公共产品的运维模式及其经验教训,分析了国内外智能交通系统运维案例,在此基础上,根据深圳市智能交通系统建设现状及需求分析,提出了适用于深圳市智能交通系统的3种运维通用模式,即运营维护协议模式、BDOT模式、服务购买模式,建立了面向“四大平台”的深圳市智能交通系统运维模式体系框架,深入分析了各种模式的适用范围、运维方案和代表性系统的案例,即(1)运营维护协议模式,适用于确保政府管理部持有所有权的系统,如深圳的智能轨道、交通设施管理等系统;(2)BDOT模式,适用于机动灵活、能够适应以企业为主体开展商业化运作的系统,如智能公交调度、交通服务热线、交通信息服务系统等。(3)服务购买模式,适用于市场成熟产品较多,能够辅助政府职能所需的工具性设施或系统,且不介入交通运输部门核心业务的系统,如视频会议系统、路况监控系统及交运通(移动执法终端)等;此外,本文深入研究建立了深圳市智能交通系统运维评价体系,为更加系统、综合地评价智能交通系统运维实施效果提供了技术支持。 本文对深圳市科学合理的制定相关引导政策和监督机制,维护、引导深圳本市以及国外其他相似城市开展智能交通系统运维及评价具有重要意义。
[Abstract]:The notice of Shenzhen Municipal Government on printing and issuing the master plan of Shenzhen's modern industrial system (2009-2015) clearly emphasizes the importance of information technology, and the development of intelligent transportation in Shenzhen is the key point of the construction of intelligent city. According to the "12th Five-Year Plan of Shenzhen Intelligent Transportation" (May 2011), the "four major platforms" (intelligent facilities, intelligent public transport, intelligent logistics, intelligent government affairs platform) are put forward to realize the construction of intelligent transportation. In order to support the urban comprehensive transportation system and start the construction of a new generation of ITS "16" (1 platform, 6 systems), it will be able to enhance the level of intelligent traffic in Shenzhen and provide a more comfortable and convenient transportation system for the public. However, there is no comprehensive scheme and evaluation system of intelligent transportation system (its) operation and maintenance model which can promote the sustainable development of its in Shenzhen. This paper investigates the operation and maintenance mode of transportation quasi public goods at home and abroad and its experience and lessons, and analyzes the operation and maintenance cases of intelligent transportation system at home and abroad. On this basis, according to the present situation and needs of the construction of intelligent transportation system in Shenzhen, This paper puts forward three kinds of general operation and maintenance modes for intelligent transportation system in Shenzhen, namely, operation and maintenance protocol mode, BDOT mode and service purchase mode, and establishes the system framework of operation and maintenance mode of Shenzhen intelligent transportation system for "four major platforms". The application scope of various models, the case of operation and maintenance scheme and representative system, that is, (1) operation and maintenance protocol model, are analyzed in depth. They are suitable for the system that ensures the ownership of the government management department, such as the intelligent track in Shenzhen. Traffic facilities management and other systems; (2) BDOT mode, which is suitable for flexible and flexible systems, such as intelligent bus dispatch, transportation service hotline, traffic information service system, etc. (3) Service purchase mode, which can adapt to the commercial operation of enterprises as the main body, such as intelligent bus dispatch, traffic service hotline, traffic information service system, etc. Systems that are more mature in the market, are capable of supporting the instrumental facilities or systems required for government functions, and are not involved in the core operations of the transport sector, such as videoconferencing systems, Road condition monitoring system and express (mobile law enforcement terminal), etc.; In addition, this paper deeply studies and establishes the operation and maintenance evaluation system of the intelligent transportation system in Shenzhen, which provides technical support for the more systematic and comprehensive evaluation of the operation and maintenance effect of the intelligent transportation system. This paper is of great significance to the establishment of relevant guidance policy and supervision mechanism, maintenance and guidance of Shenzhen and other similar cities abroad to carry out the operation and evaluation of its.
