北京市低碳交通实施主体研究

【摘要】：化石燃料排放的温室气体导致的全球变暖已经引起全世界的广泛关注。全球的碳排放量在近十年内增加了13%,其交通工具的碳排放增长率高达25%。具体到北京市,其交通工具排放的温室气体占北京市温室气体排放总量的18.8%,庞大的温室气体排放量使人们认识到了问题的严重性。全面推进低碳交通是北京市降低碳排放的重要途径之一 本文以北京市低碳交通为切入点。首先,论述了北京市低碳交通建设现状。其次,详细分析了北京市低碳交通发展存在的问题。从政府实施主体、企业实施主体、公众实施主体和专家实施主体四方面论述低碳交通实施主体职能的不完善,得出北京市低碳交通建设效果不佳的原因在于政府、企业、公众和专家四个实施主体的职能发挥不完善。最后,为解决北京市低碳交通实施主体存在的问题,本文提出了多中心实施主体的低碳交通建设模式,详细阐述了在低碳交通多中心实施主体模式中各实施主体的职能,针对各主体不完善的方面,提出了各实施主体推行低碳交通的措施,为进一步推进低碳交通、绿色北京的建设奠定了必要的基础。
[Abstract]:Global warming caused by greenhouse gas emissions from fossil fuels has attracted worldwide attention. Global carbon emissions have increased by 13 percent over the past decade, and emissions from vehicles have increased by 25 percent. As for Beijing, its vehicles account for 18.8% of the total greenhouse gas emissions. The huge amount of greenhouse gas emissions makes people realize the seriousness of the problem. Promoting low-carbon transportation is one of the important ways to reduce carbon emissions in Beijing. First of all, the status quo of low-carbon transportation construction in Beijing is discussed. Secondly, the development of low-carbon transportation in Beijing is analyzed in detail. From four aspects of the main body of government implementation, enterprise implementation, public implementation and expert implementation, this paper discusses the imperfection of the main function of low-carbon transportation implementation, and concludes that the reasons for the poor effect of low-carbon transport construction in Beijing lie in the government and enterprises. The functions of the four implementing subjects of the public and experts are not perfect. Finally, in order to solve the problems existing in the implementation of low-carbon transport in Beijing, this paper puts forward the low-carbon transport construction model of multi-center implementing agents, and elaborates the functions of each implementing body in the multi-center implementation of low-carbon transport. Aiming at the imperfect aspects of each subject, the paper puts forward the measures of implementing low-carbon transportation, which lays a necessary foundation for the further promotion of low-carbon traffic and the construction of green Beijing.
