高速公路PPP项目风险管理研究
[Abstract]:According to the 12th Five-Year Development Plan of Transportation issued by the Ministry of Communications in 2011, the mileage of expressway in China will increase from 74100 km at the end of 2010 to 108000 km. in 2015. It takes an average of 1.24 trillion yuan a year to achieve this goal, with a total investment of 6.2 trillion yuan. Government funding alone is clearly not enough to meet demand, so the PPP model has emerged. The PPP model brings the policy support capacity of government departments and relatively abundant private sector funding. Advanced management mode and rich management experience have been applied in infrastructure construction in China. Because the infrastructure PPP project lasts for a long time, involves a wide range of areas, has a large amount of investment, risk factors and risk, its risk management has been a common focus of the project participants. On the basis of analyzing and summarizing the domestic and foreign theories, this paper starts with the basic concept of the PPP project risk of expressway in our country, and introduces the concept, basic form, basic operation procedure, risk definition and characteristic of the PPP mode, as well as the meaning of risk management. The main contents and characteristics are briefly introduced. This paper analyzes and evaluates the risk of expressway PPP project, explains the main characteristics of the risk of PPP project, and at the same time divides the type of risk and constructs the set of risk factors. The risk assessment model is established by using the analytic hierarchy process (AHP) and fuzzy mathematics. The main risk factors are financing risk, market operation risk and construction risk. On the basis of the principle of PPP project risk sharing, taking into account the overall interests of the project participants and the project, this paper analyzes and designs how to share the risk factors of the PPP project. This paper analyzes the basic measures of PPP project risk management, and puts forward the concrete countermeasures of PPP project risk.
