成都市轨道交通产业集聚区推进路径研究

【摘要】:产业集聚区概念来源于马歇尔产业区理论,产业集聚区是实现企业、人口和资本空间集聚的重要载体,是构建产业集群的重要战略平台。成都市拥有“铁半城”的美誉,区域轨道交通产业资源丰富,拥有中铁二院、中铁八局等众多优秀“铁”字号企业,具有发展轨道交通产业集聚区的先天优势。何东等在《关于建设轨道交通产业集聚区(综合交通产业园)的调研报告(2008)》中首次提出建设轨道交通产业集聚区的战略构想,并得到省市相关领导积极肯定并转化为政府决策,轨道交通产业被确定为金牛区的主导产业。金牛区政府引进中铁集团投资建设轨道交通产业集聚区,2012年3月,轨道交通产业集聚区正式开工建设。如何构建轨道交通产业集聚区,推进成都轨道交通产业发展,还有许多尚待研究的问题,在这样的背景下,论文选取轨道交通产业集聚区推进路径作为研究主题具有重要的理论与现实意义。 与国内外已有研究成果相比,论文从以下两个方面作了一些创新工作。 第一,在梳理国内外相关文献资料的基础上,综合运用规模经济、范围经济、产业分工和创新网络理论,从内生动力和外生动力两个方面,尝试性地分析了成都轨道交通产业集聚区形成的机理。其中,内生动力包括产业分工、创新网络;外生动力包括外部规模经济、外部范围经济、产业政策。 第二,根据成都市轨道交通产业发展现状,提出了轨道交通产业集聚区发展的四种推进路径,即:“双链驱动”、“产城一体”、“总部经济楼宇”和“产业地产”。 1.双链驱动路径。“双链”即轨道交通工程链和产品链,依托轨道交通工程链和产品链上的核心龙头企业,引领关联配套企业集聚,推进产业链向上下游延伸,促进产业聚集区发展。 2.产城一体推进路径。通过完善集聚区的产业基础设施,推进轨道交通产业发展,带动生产性服务业与生活服务业发展,促进企业人口空间集聚,实现产业发展与城市空间融合,推进集聚区的发展。 3.总部经济楼宇推进路径。通过发展总部经济楼宇,打造轨道交通研发总部、工程建设总部、制造总部及财务总部,吸引国内外企业总部入驻,带动企业、人口、资本的集聚,推进产业集聚区发展。 4.产业地产推进路径。中铁集团作为轨道交通产业集聚区的产业地产商,负责园区统一规划、运营、招商与管理,通过项目招商与产业一条龙服务,吸引企业集聚,,推进产业聚集区发展。 研究过程中存在不足:轨道交通产业集聚区建设刚起步,相关统计数据缺乏,无法进行可靠的计量分析;国内外对轨道交通产业集聚区研究文献甚少,对集聚区推进路径研究存在不全之处。
[Abstract]:The concept of industrial agglomeration area is derived from Marshall's theory of industrial district. Industrial agglomeration area is an important carrier to realize the spatial agglomeration of enterprises, population and capital, and an important strategic platform to construct industrial cluster. Chengdu has the reputation of "iron half city", the regional rail transit industry is rich in resources, with the China Railway second Hospital, China Railway eight Bureau and many other excellent "iron" enterprises, with the development of rail transit industry agglomeration area congenital advantages. He Dong et al. put forward for the first time the strategic idea of constructing the rail transit industrial agglomeration area in the "Research report on the Construction of Mass Transit Industrial agglomeration area (Comprehensive Transportation Industry Park)" (2008). And the relevant provincial and municipal leaders actively affirmed and transformed into government decision-making, rail transit industry has been identified as the leading industry in Jinniu District. The Jinniu District Government introduced the China Railway Group to invest in the construction of the rail transit industrial agglomeration area. In March 2012, the rail transit industrial agglomeration area officially started construction. How to construct the rail transit industry agglomeration area and promote the development of Chengdu rail transit industry, there are still many problems to be studied, under such a background, It is of great theoretical and practical significance to select the path of rail transit industry agglomeration as the research topic. Compared with the existing research results at home and abroad, this paper has done some innovative work from the following two aspects. First, on the basis of combing the relevant literature at home and abroad, comprehensively applying the theories of scale economy, scope economy, industrial division and innovation network, from the two aspects of endogenous power and exogenous power. This paper tries to analyze the formation mechanism of Chengdu rail transit industrial agglomeration area. Among them, endogenous power includes industrial division of labor, innovation network, exogenous power includes external economies of scale, industrial policies. Secondly, according to the present situation of the rail transit industry in Chengdu, the paper puts forward four ways to promote the development of the rail transit industry agglomeration area, that is, "double chain drive", "production and city integration", "headquarter economic building" and "industrial real estate". 1. Double-chain drive path. "double chain" refers to the rail transit engineering chain and product chain, relying on the core leading enterprises in the rail transit engineering chain and product chain, leading related supporting enterprises to gather, pushing the industrial chain to extend upstream and downstream, and promoting the development of industrial agglomeration areas. 2. Production and urban integration to promote the path. By perfecting the industrial infrastructure of the agglomeration area, promoting the development of rail transit industry, promoting the development of producer service industry and life service industry, promoting the spatial agglomeration of enterprise population, realizing the integration of industrial development and urban space, and promoting the development of agglomeration area. 3. Headquarter Economic Building Propulsion path. Through the development of headquarters economic buildings, the construction of rail transit R & D headquarters, engineering construction headquarters, manufacturing headquarters and financial headquarters to attract domestic and foreign enterprises headquarters to enter, to promote the agglomeration of enterprises, population, capital, and promote the development of industrial agglomeration area. 4. Industrial real estate promotion path. As the industrial estate developer of rail transit industrial agglomeration area, China Railway Group is responsible for the unified planning, operation, investment and management of the park, attracting enterprise agglomeration and promoting the development of industrial agglomeration area through project investment and industrial one-stop service. There are some shortcomings in the research process: the construction of rail transit industrial agglomeration area has just started, and the relevant statistical data are lacking, so it is impossible to carry out reliable econometric analysis; There are few researches on the industrial agglomeration area of rail transit at home and abroad, and there are some defects in the research on the advancing path of the agglomeration area.
