兰州市轨道交通公司地铁一号线融资模式创新研究

【摘要】:最近二十年以来,兰州的城市发展突飞猛进,城市面貌也日新月异,但是紧随而至的交通压力进一步显现,怎么样解决交通拥堵这个世界性顽疾逐渐成为历届政府必须加以考虑的难题,而轨道交通以其容量大,安全,准时及环保的特性,使其成为解决大城市交通拥堵的重要选择。但轨道交通投资成本过高和资金需求量巨大的问题,已成为其发展的瓶颈:此外,在我国现有的金融体制下,轨道交通企业的融资效率受到制约,甚至再融资过程中成本虚高,进而推高了轨道交通建设成本。因此,在当前形势下,通过对中国轨道交通建设中现行的融资机制进行创新,降低其融资成本,这不仅具有理论意义,而且对兰州市即将开工建设的地铁一号线的具有现实意义。 本文首先对兰州市地铁建设的背景意义、论文的研究内容和方法作了简要概述;其次,对轨道交通与地铁建设融资模式的相关理论做了归纳梳理,并列举了一些世界公认比较成功的国家和地区地铁建设过程中的融资模式,以便借鉴参考;再次,介绍了兰州市轨道交通公司概况之后,对兰州市轨道交通公司地铁一号线融资的内外部环境进行了全面评价与分析,指出了当前兰州市轨道交通公司地铁一号线融资的现状及面临的主要难题,并提出了相应的对策;最后,通过对融资主体垄断模式下的低效性和多元化竞争模式的高效率进行比较分析,得出引入市场竞争机制打破兰州市地铁建设融资主体单一的局面,有利于解决兰州市建设轨道交通项目资金缺口的难题,促使经济效益与社会效益得到均衡发展。 笔者研究创新城市轨道交通的融资机制,主要包括改革和完善的投资体系,拓宽轨道交通融资渠道,建立轨道交通公司未来良性发展的运行与监督机制等方面内容。此外,论文还提出了保障兰州市轨道交通建设PPP合作模式顺利实现的必要条件。
[Abstract]:In the last two decades, the city of Lanzhou has developed by leaps and bounds, and the city has changed with each passing day. How to solve the worldwide problem of traffic congestion has gradually become a difficult problem that successive governments must consider, and rail transit, with its large capacity, safety, punctuality and environmental characteristics, has become an important choice to solve traffic congestion in big cities. However, the problems of high investment cost and huge capital demand of rail transit have become the bottleneck of its development. In addition, under the current financial system of our country, the financing efficiency of rail transit enterprises is restricted, and even the cost in the process of refinancing is artificially high. Thus pushing up the construction costs of rail transit. Therefore, under the current situation, it is not only of theoretical significance to innovate the current financing mechanism in the construction of China's rail transit, but also to reduce its financing cost. And Lanzhou City will start construction of subway line 1 has practical significance. First of all, the background significance, research contents and methods of the subway construction in Lanzhou City are briefly summarized in this paper. Secondly, the paper sums up and combs the related theories of the financing mode of rail transit and subway construction, and enumerates the financing models in the process of subway construction of some countries and regions that are recognized as successful in the world, so as to use for reference; Thirdly, after introducing the general situation of Lanzhou Rail Transit Company, the paper makes a comprehensive evaluation and analysis on the internal and external environment of the financing of Metro Line 1 of Lanzhou Rail Transit Company. This paper points out the present situation of the financing of Metro Line 1 of Lanzhou Rail Transit Company and the main problems it faces, and puts forward the corresponding countermeasures. Finally, through the comparative analysis of the low efficiency and the high efficiency of the diversified competition model under the monopoly mode of financing subject, the paper draws a conclusion that the introduction of market competition mechanism breaks the situation that the financing subject of subway construction in Lanzhou City is single. It is helpful to solve the problem of financing gap of construction rail transit projects in Lanzhou and promote the balanced development of economic and social benefits. The author studies and innovates the financing mechanism of urban rail transit, including reforming and perfecting the investment system, widening the financing channel of rail transit, establishing the operation and supervision mechanism of the future benign development of rail transit company, and so on. In addition, the paper also puts forward the necessary conditions to ensure the smooth realization of the PPP cooperation mode of Lanzhou rail transit construction.
