价值工程理论在绿色高速公路路线方案优选中的应用研究

【摘要】:30多年的快速发展,,我国高速公路不仅实现了“零的突破”,而且通车里程已超过7.4万公里,稳居世界第二,创造了世界道路建设史上的奇迹。四通八达的高速路网不仅是经济社会发展的活力大动脉,也是提高自主创新能力、锻炼人才队伍的竞技大舞台,更成为展现我国公路建设实力的国家名片。高速公路迅猛发展的同时,也产生了诸多问题,导致高速公路与环境、能源、资源关系日趋紧张,生态环境恶化等问题更加突出。人们已经意识到发展高速公路交通不能仅限于考虑改善路网性能、拉进城乡距离、缓解交通拥挤、适应经济增长等方面,还应该考虑促进社会持续和谐发展,使之与资源利用、环境保护相适应,引导经济良性发展。以绿色理念为指导,系统、全面的对高速公路进行评价,从而实现高速公路的可持续发展,已成为目前急需研究的重要课题。 本文在可持续发展观和绿色理念的基础上,利用价值工程技术,对绿色高速公路路线方案优选进行了研究。论文结合价值工程技术特点,首先进行了基于绿色理论的高速公路功能评价,研究分析了绿色高速公路功能的内涵和分类,进而构建了绿色高速公路功能评价指标体系,建立了评价计算模型,解决了价值计算中的功能量化问题;其次进行了基于全寿命周期的绿色成本计算,深入分析了全寿命周期成本的内涵,提出了全寿命周期绿色成本体系的构建原则,进而构建了全寿命周期绿色成本体系,研究确定了全寿命周期绿色成本的计算办法;最后,以包茂高速公路湖南靖州至通道段的路线方案比选为例,进行了各方案绿色功能评价计算、全寿命周期绿色成本计算,根据价值系数最大者为最优原则,选择出最优方案。 绿色高速公路项目评价有助于找出高速公路可持续发展的问题,为我国“绿色高速”政策的制定和高速建设的可持续发展提供可靠的依据,能提高资源利用率和社会经济的可持续发展能力,充分体现了自然和社会的和谐统一。本文研究的理论和方法在实际高速公路工程路线方案优选中进行了应用,结果表明,该理论和方法具有系统性、灵活性和实用性。
[Abstract]:With the rapid development of more than 30 years, the expressway of our country has not only achieved a "zero breakthrough", but also opened to traffic mileage of more than 74000 kilometers, ranking the second in the world steadily and creating a miracle in the history of road construction in the world. The highway network in all directions is not only the vital artery of economic and social development, but also the competitive stage to improve the ability of independent innovation and train the talented people, and it also becomes the national card to show the strength of our country's highway construction. With the rapid development of expressway, there are also many problems, which lead to the increasingly tense relationship between expressway and environment, energy and resources, and the deterioration of ecological environment. People have realized that the development of expressway traffic should not be limited to the consideration of improving the performance of the road network, pulling the distance between urban and rural areas, alleviating traffic congestion, adapting to economic growth, and should also consider promoting the sustainable and harmonious development of society and making it use of resources, Environmental protection adapts to guide sound economic development. Under the guidance of green concept, the evaluation of freeway is carried out systematically and comprehensively to realize the sustainable development of freeway, which has become an important subject in urgent need of research at present. Based on the concept of sustainable development and green concept, this paper studies the optimal selection of green highway route scheme by using value engineering technology. According to the technical characteristics of value engineering, this paper firstly carries on the function evaluation of expressway based on green theory, studies and analyzes the connotation and classification of the function of green highway, and then constructs the index system of function evaluation of green expressway. The evaluation calculation model is established to solve the problem of function quantization in value calculation. Secondly, the green cost calculation based on the whole life cycle is carried out, the connotation of the whole life cycle cost is deeply analyzed, the construction principle of the whole life cycle green cost system is put forward, and then the whole life cycle green cost system is constructed. The calculation method of green cost for the whole life cycle is determined. Finally, taking the route scheme ratio of Hunan Jingzhou to passageway section of Baomao Expressway as an example, the green function evaluation calculation of each scheme is carried out, and the green cost calculation of the whole life cycle is carried out, according to the principle that the greatest value coefficient is the best. Choose the best scheme. The evaluation of green highway project is helpful to find out the problem of sustainable development of highway, and to provide reliable basis for the formulation of "green high speed" policy and the sustainable development of high speed construction in our country. It can improve the utilization rate of resources and the sustainable development ability of social economy, which fully reflects the harmony and unity of nature and society. The theory and method studied in this paper have been applied to the optimal selection of practical highway engineering route scheme. The results show that the theory and method are systematic, flexible and practical.
