昆明长水国际机场经济圈一体化运营研究

【摘要】:经济圈是指一定区域范围内的经济组织实体,是生产布局的一种区域组合形式,主要从区域的资源、经济技术条件和政府的宏观管理出发,组成某种具有内在联系的区域产业配置圈。通过经济圈的形式组织经济活动,将有利于充分发挥经济圈“核心”的作用,有利于经济圈内从事经营活动的企业实现跨行业的专业化协作,使整个区域的整体功能得到良好发挥。 近年来,云南省民航运输也实现了跨越式发展,客货运输吞吐量一直保持快速增长势头。2012年6月28日,昆明长水国际机场顺利转场运营启用。目前已初步形成以昆明为核心,省内与周边省际和东南亚、南亚的三级轮辐式及城市对式结构互补的航线网络,且形成了以昆明区域性枢纽机场为主的机场集群。2012年6月28日-2013年6月27日,昆明长水国际机场完成航班运输起降22.7万架次,同比增长16.8%;旅客吞吐量达2654万余人次,同比增长15.2%;货邮吞吐量达28.66万吨,同比增长5.9%。可见,昆明长水国际机场的投入使用,极大改善了云南民航运输基础设施状况,为运输业务量的持续提升提供了有力的支撑与保障。 本文综合运用科学研究方法,如:文献检索和评论、实地调查研究方法、比较分析和历史演变趋势分析方法等方法,参考国内外临空经济发展和空港经济区建设的成功经验,分析航空带动模式、物流带动模式、产业链推动模式、园区发展模式和产业集群模式。进行了PEST、SWOT分析,并结合经济圈定义,从区域资源、经济技术条件和政府的宏观管理出发进行多方面论证。提出了昆明长水国际机场经济圈一体化运营的产业布局和发展模式。 通过本文,笔者希望能够通过以昆明长水国际机场为核心进行经济圈建设,并实行一体化发展,在实现云南省民航运输业快速发展的同时,有效整合航空产业,促进航空产业集群化发展,完善航空产业链,实现不同产业间的分工协作与有效对接,有效提升航空产业发展水平与效益,并对云南省地方经济发展做出积极贡献。
[Abstract]:Economic circle refers to the entity of economic organization in a certain regional scope. It is a form of regional combination of production layout. It mainly starts from the regional resources, economic and technological conditions and the macro management of the government. Form some kind of regional industrial allocation circle with internal relation. The organization of economic activities through the form of economic circles will be conducive to giving full play to the role of the "core" of economic circles and to the realization of cross-industry professional cooperation among enterprises engaged in business activities in economic circles. The whole function of the whole area can be well developed. In recent years, Yunnan civil aviation transportation has also achieved leap-forward development, passenger and cargo transport throughput has maintained a rapid growth momentum. On June 28, 2012, Kunming Changshui International Airport opened smoothly. At present, we have initially formed a network of routes with Kunming as the core, and the tertiary spoke and city-to-city structures complementing each other between the provinces and the surrounding provinces and Southeast Asia and South Asia. From June 28, 2012 to June 27, 2013, Kunming Changshui International Airport completed 227000 flights, an increase of 16.8%. Passenger throughput reached more than 26.54 million, up 15.2 percent from the same period last year, while cargo and postal throughput reached 286600 tons, an increase of 5.9 percent over the same period last year. It can be seen that the operation of Kunming Changshui International Airport has greatly improved the transport infrastructure of Yunnan civil aviation and provided a strong support and guarantee for the continuous improvement of transport business. In this paper, scientific research methods, such as literature retrieval and review, field investigation, comparative analysis and historical evolution trend analysis, are comprehensively used to refer to the successful experiences of the development of the airport economy and the construction of the airport economic zone at home and abroad. This paper analyzes the aviation driving mode, the logistics driving mode, the industrial chain driving mode, the park development mode and the industrial cluster mode. In this paper, PEST,SWOT analysis is carried out, combined with the definition of economic circle, regional resources, economic and technical conditions and macro management of government are discussed in many aspects. The industrial layout and development model of the integrated operation of Kunming Changshui International Airport are put forward. Through this paper, the author hopes to be able to carry out the economic circle construction with Kunming Changshui International Airport as the core, and implement the integrated development, so as to realize the rapid development of Yunnan civil aviation transport industry, and effectively integrate the aviation industry at the same time. Promoting the development of aviation industry cluster, perfecting aviation industry chain, realizing the division of labor and cooperation and effective docking among different industries, effectively promoting the development level and benefit of aviation industry, and making positive contribution to the local economic development of Yunnan Province.
