基于区域均等化的农村公路建设资金转移支付机制研究

【摘要】:现行的“凡建即补”的农村公路财政资金转移支付机制造成全国地农村公路的区域不均等。为了提出基于区域均均等化的农村公路建设资金转移支付机制,本文首先对农村公路区域均等化进行了概念界定,即全体农村居民享有最终大致均等的农村公路拥有量,并提出了农村公路综合密度这一评价指标,其中农村公路综合密度为按照农用地面积计算的农村公路密度和按照农村人口计算的农村公路密度的二者的几何平均数;其次以此为基础对现有转移支付机制下的农村公路进行了静态分析、动态分析和东中西部对比分析,发现农村公路的分布存在东部优于中部、中部优于西部的区域不均等现象,指出现有农村公路建设资金转移支付机制不利于实现农村公路区域均等化;再次依据公平与效率原则,提出基于运输需求、地方财政能力和农村公路存量的区域均等化的农村公路建设资金转移支付的决策依据,并以此作为变量建立新的转移支付资金分配公式;最后以陕西省咸阳市为实例,,通过对比,验证了新提出的转移支付资金分配方式考虑了地方财力,在实现农村公路区域均等化方面更加有效。
[Abstract]:The current rural highway financial transfer payment mechanism, which is built and filled, causes the regional inequality of the rural highway in the whole country. In order to put forward the transfer payment mechanism of rural highway construction funds based on regional equalization, this paper firstly defines the regional equalization of rural highway, that is, all rural residents enjoy approximately equal rural highway ownership. The paper also puts forward the evaluation index of the comprehensive density of rural highway, in which the comprehensive density of rural highway is the geometric average of the density of rural highway calculated according to the area of agricultural land and the density of rural highway calculated according to the rural population. Secondly, the static analysis, dynamic analysis and contrast analysis of the rural highway under the existing transfer payment mechanism are carried out. It is found that the distribution of the rural highway in the east is superior to that in the middle and the middle is superior to that in the west, and the distribution of the rural highway in the east is superior to that in the west. It is pointed out that the existing transfer and payment mechanism of rural highway construction funds is not conducive to the realization of regional equalization of rural highways; Thirdly, according to the principle of fairness and efficiency, the paper puts forward the decision-making basis of transfer payment of rural highway construction funds based on transportation demand, local financial capacity and regional equalization of rural highway stock. And take this as a variable to establish a new transfer payment fund allocation formula; Finally, taking Xianyang City, Shaanxi Province as an example, the paper verifies that the new transfer payment allocation mode takes local financial resources into account and is more effective in achieving regional equalization of rural roads.
