基于ISM法的青岛港海铁联运发展策略研究

【摘要】:近年来,青岛港以物流体系建设为发展契机,凭借突出的海陆双向优势,持续推进集装箱等各大种类进出口货物的装卸、贮存、中转、分拨等物流业务以及国际间旅客服务的发展。同时,积极融入国家“一带一路”的发展战略,稳步提升为发展成为世界吞吐量第八大港、集装箱第七大港,全国第二大外贸港口。然而,目前我国海铁联运发展与世界水平相比较仍处于相对滞后的状态。海铁联运的发展受到港口所在地经济水平、港内基础设施建设、港口地理环境、海铁间相关标准是否统一,整体运输费用、服务流程等多方面的因素影响,分析探究各影响因素影响程度、相互间逻辑关系,尝试建立将各因素对海铁联运的影响结构化,能够使我们在解决制约青岛港海铁联运发展的问题时有的放矢,从而更好地推进青岛港海铁联运的建设。学界关于海铁联运发展策略的研究,以定性研究为主。纵观已有文献关于海铁联运方面的研究,多数围绕海铁联运的运行模式构建、集装箱运输模式、制约海铁联运发展因素等展开,而关于具体影响因素的提取及相互作用,现有研究还较为缺少。本文在分析青岛港海铁联运发展现状及学界关于海铁联运发展策略的研究等相关资料的基础上,采取文献调研与访谈相结合的方式,提取了 8个制约青岛港海铁联运发展的影响因素,构建起解释结构模型(ISM),并通过计算机软件运算,分析了所提取影响因素的层级结构关系以及各因素间的相互作用,挖掘其中的关键因素。在此基础上,得出了借力优势经济环境,力促海铁联运发展,完善海铁联运基础设施体系等发展策略,以期为青岛港海铁联运发展提供支持。
[Abstract]:In recent years, Qingdao Port has taken the development of the logistics system as an opportunity to continue to promote the loading, unloading, storage and transit of all kinds of import and export goods, such as containers, by virtue of its outstanding two-way advantages on sea and land. Distribution and other logistics business and the development of international passenger services. However, at present, compared with the world level, the development of China's sea-rail combined transport is still in a relatively lagging state. The development of sea-rail combined transport is influenced by many factors, such as the economic level of the port location, the construction of infrastructure in the port, the geographical environment of the port, whether or not the relevant standards between sea and rail are uniform, the overall transportation cost, and the service flow, and so on. By analyzing and exploring the degree of influence of each influence factor and the logical relationship between each other, we try to establish the structure of the influence of each factor on sea-rail transport, so that we can solve the problem of restricting the development of sea-rail combined transport in Qingdao Port with a specific purpose. Thus better promote Qingdao port sea rail transport construction. The academic research on the development strategy of sea-rail transport mainly focuses on qualitative research. Throughout the literature on the sea-rail transport, most of them focus on the construction of the operation mode, the container transport mode, the factors restricting the development of the sea-railway transport, and on the extraction and interaction of the specific factors affecting the development of the sea-railway combined transport. There is still a lack of existing research. Based on the analysis of the current situation of Qingdao port sea-rail transport development and the academic research on the development strategy of sea-rail transport, this paper adopts the combination of literature investigation and interview. In this paper, eight factors restricting the development of sea-rail intermodal transport in Qingdao Port are extracted, and the interpretive structure model (ISM), is constructed. Through computer software operation, the hierarchical structure relationship of the factors extracted and the interaction among the factors are analyzed. Dig out the key factors. On this basis, the development strategies such as taking advantage of the economic environment, promoting the development of sea-rail combined transport and perfecting the infrastructure system of sea-rail transport are proposed in order to provide support for the development of Qingdao port-sea-rail combined transport.
