天津临港经济区港口物流业的发展研究

【摘要】:天津临港经济区是由原临港工业区和原临港产业区合并组建而成,是国家循环经济示范区和滨海新区九大功能区之一,定位于建设中国北方以装备制造为主导的生态型临港经济区,将重点依托港口物流业来发展装备制造业。临港经济区的建设发展重在“港口”,是临港的“魂”。港口物流业的良好繁荣发展对临港经济区乃至整个滨海新区都有非常重要的意义。而临港的港口建设和发展都尚在起步阶段,指导港口物流发展的理论和经验尚不丰富。本文旨在通过对临港港口的定性和定量分析,希望能为天津临港港口物流业的发展提出一些借鉴性的建议。 主要研究内容: 1.介绍了天津临港经济区及大沽口港区的发展现状,详细介绍了大沽口港区的经营管理方式、主要规划指标和现有公共码头,并对大沽口港区存在的问题进行了详尽的探析,认为大沽口港区应通过建立多联运机制、扩大业务范围、提高港区综合服务质量、给予开发主体天津临港港务集团有限公司更多的政策和资金方面的支持、建设专业码头等方式,促进临港港区健康可持续性发展。 2.详细介绍了临港经济区港区开发主体天津临港港务集团有限公司(以下简称港务集团公司)的发展历程,以及临港经济区港区的管理体制和港务集团公司的组织架构,结合外部环境的变化,分析和探讨了港务集团公司目前存在的主要问题和即将面临的问题,提出了港务集团公司的发展战略,认为公司应以“以港兴业、掌控全局;多元推进、综合发展;人力资源为基础,文化建设为核心”作为发展的指导思想,致力于建设成为天津具有竞争力的港口物流企业。 3.运用SWOT分析法分析了天津临港经济区港口物流业发展的优劣势、机遇和挑战,提出了临港港口物流发展的四大战略,即增长性战略、扭转型战略、多元化战略和防御性战略,并在此基础上做出了港务集团公司的发展建议,认为公司应制定发展标准,实现公司发展和经济区发展的契合,保障人力资源战略和企业文化战略的实施。 4.天津临港经济区港区无论在港口管理体制、交通网络还是信息化等方面都还存在些许问题,其在以后的发展中,需要依托天津临港经济区大力发展港口经济的战略思路,根据天津临港经济区的港口物流发展思路,重点发展港口直接产业、关联产业和依存产业等三个领域,通过改善管理体制、完善政府职能、改善港区宏观环境、大力引进专业人才、积极构建成熟的交通体系等措施,抓住机遇,积极调整战略规划,实现临港港口物流的大发展。
[Abstract]:Tianjin Port-facing Economic Zone is formed by merging the former port-facing industrial zone and the former port-facing industrial district, and is one of the nine major functional areas of the National Recycling economy demonstration Zone and Binhai New area. In order to build an ecological port-facing economic zone dominated by equipment manufacturing in the north of China, the development of equipment manufacturing industry will be focused on the port logistics industry. The construction and development of the port-facing economic zone lay stress on the port, which is the soul of the port-facing area. The good prosperity and development of port logistics is of great significance to the port-facing economic zone and even the whole coastal new area. The port construction and development are still in the initial stage, and the theory and experience to guide the development of port logistics are not rich. Through the qualitative and quantitative analysis of port, this paper hopes to put forward some useful suggestions for the development of port logistics industry in Tianjin, in the hope that it can be used as a reference for the development of port logistics industry in Tianjin. Main research contents: 1. This paper introduces the development status of Tianjin Port-facing Economic Zone and Dagukou Port area, introduces in detail the management mode, main planning indexes and existing public terminals in Dagukou Port District, and makes a detailed analysis of the problems existing in Dagukou Port area, It is considered that Dagukou Port area should expand its business scope, improve its comprehensive service quality, and give more policy and financial support to Tianjin Port Group Co., Ltd., the main body of development through the establishment of a multi-modal transport mechanism, Construction of professional docks and other ways to promote the healthy and sustainable development of port areas. 2. This paper introduces in detail the development process of Tianjin Port Group Co., Ltd (hereinafter referred to as Port Group), as well as the management system and organizational structure of the port area of the port-facing economic zone, and the development of Tianjin Port Group Co., Ltd. (hereinafter referred to as Port Group Co., Ltd.). Combined with the change of the external environment, this paper analyzes and discusses the main problems and the problems to be faced by the port affairs group company at present, puts forward the development strategy of the port affairs group, and thinks that the company should develop the industry with the port and control the overall situation. Diversified promotion, comprehensive development; human resources as the basis, cultural construction as the core of the development of the guiding ideology, committed to the construction of Tianjin as a competitive port logistics enterprises. 3. This paper analyzes the advantages, disadvantages, opportunities and challenges of port logistics development in Tianjin Port-facing Economic Zone by using SWOT analysis method, and puts forward four major strategies for port logistics development, namely, growth strategy, transition strategy, diversification strategy and defensive strategy. On the basis of these suggestions, the author thinks that the company should formulate the development standards, realize the concordance between the development of the company and the development of the economic zone, and ensure the implementation of the strategy of human resources and corporate culture. 4. There are still some problems in the port management system, transportation network and information technology in the port area of Tianjin Port-facing Economic Zone. In the future development, it needs to rely on the strategic thinking of vigorously developing the port economy in Tianjin Port-facing Economic Zone. According to the idea of port logistics development in Tianjin port-facing economic zone, we should focus on the development of port direct industry, related industry and dependent industry. Through improving the management system, perfecting the government functions and improving the macro-environment of the port area, In order to realize the great development of port logistics, it is necessary to bring in professional talents, construct mature transportation system, seize the opportunity, adjust the strategic plan and realize the great development of port logistics.
