公路交通行业人才资源的开发与使用研究

【摘要】:我是20世纪末期从也门共和国来中国留学的,就读于西安公路学院(现更名为长安大学),学习汽车工程专业。本科毕业回国后从基层工程技术工作干起,经过十几年的努力,取得一定成绩,并被任命为也门共和国通讯部部长,现在被任命为驻中华人民共和国大使。 在实践中我深深认识到:公路交通是国民经济的重要基础产业,高度发达的现代化交通是一个国家经济和社会发展的重要基础。经济要发展,交通要先行,发展交通,必须依靠科学技术,而科学技术是由人来掌握的。因此,人才的数量和质量,是未来社会发展的关健所在,人才资源已经成为人类社会所有资源中最重要的资源。 因此,我在获得这次宝贵的重返母校攻读博士学位的机会后,毅然选择公路交通人才资源的开发与管理作为我的研究领域。 本论文选择以公路交通行业为切入点,对该领域人才资源开发与使用的有关问题进行深入的研究,在此基础上结合公路交通行业提出切实可行的人才资源开发与使用的对策与措施。 首先,本文在阐述论文研究的背景及选题意义的基础上,对公路交通行业人才资源有关的研究文献进行了综述,着重对有关人才资源开发与人才预测等内容进行了阐述,同时介绍了论文的研究结构及研究的主要内容。 其次,对人力资源开发与使用的理论基础进行研究。本章阐述了与人才资源开发使用相关的概念,以及在人才资源开发使用过程中对各个环节支撑的相应理论。论述了指导培育人才的金字塔理论;指导使用人才的木桶理论;指导选聘提拔人才的彼得定律;对科学设置编制并指导对编制进行有效管理的苛希纳定律和帕金森定律。这些理论对本论文的分析研究具有很好的指导意义。 再次,阐述了行业人才资源开发环境与作用,人才资源开发是全面建设小康社会的目标要求,是全面提升行业人才资源保障和智力支持的需要,是适应经济全球化等发展的需要,更是保证公路交通行业跨越式发展的需要。分析了公路交通行业人力资本对行业经济发展的推动作用。改革开放以来,随着教育事业和交通事业的快速发展,人才资源开发与管理工作的不断加强,交通发展的人才资源保障与智力支持能力得到了前所未有的提高。通过对有关研究资料的分析,推断出公路交通行业人才资源已经与20世纪50、60年代发达国家的水平相当。人才资源对行业发展的推动作用巨大,粗略推算,公路交通人才资源对公路交通行业经济增长的贡献率大约达到50%左右。 接着,对公路交通行业人才资源开发的现状进行了研究。对公路运输建设、养护、运输、管理部门发展情况进行了分析,在此基础上,分析了公路交通行业人才资源现状及开发的政策现状,指出了公路交通行业人才资源开发工作中主要存在的问题与薄弱环节。 同时,进行了公路交通行业人才资源的需求与预测分析,进行人才资源开发时,一方面要考虑社会对人才资源需求的数量,另一方面要考虑不同水平、不同层次的人才资源需求结构状况。论文以公路管理局为例进行了人才资源的预测分析,随着我国公路事业的迅猛发展以及公路交通行业管理体制改革的深化,需要进一步根据特定时期的具体实际情况与发展需要,进行公路交通行业人才资源总量和结构预测分析,并通过工作业绩考评与人才成本核算,对行业人才资源结构进行进一步的优化。 接着,阐明了在公路交通行业人才资源的合理开发与使用中,,必须遵循的基本原则,必须处理好的各方面的关系。即:一是指出了人才资源开发与管理的基本原则,二是对如何处理好各方面的关系进行了分析探讨。 最后,通过以上对公路交通行业发展现状、人才资源开发现状、环境与作用、需求与预测的分析,按照在公路交通行业人才资源开发与使用上必须遵循的基本原则,处理好各方面的关系,提出了公路交通行业人才资源开发与使用的具体措施与政策,最终达到保障行业人才资源开发与使用的根本目的。
