克拉玛依市出租汽车行业管理机制研究

【摘要】：出租汽车作为城市流动的风景线和城市的名片,是关系民生、服务城市的窗口行业,是城市市民出行的重要方式,是城市交通体系中必不可少的一个重要组成部分,能够有效弥补城市公共运力的不足。近年来,随着克拉玛依城市化的快速发展,克拉玛依出租汽车行业在发展中也积累了许多问题,暴露出出租汽车行业管理机制存在的问题和不足,具体表现在出租车产权和经营权归属不是十分明确、既得利益者分配不均、重许可轻管理和管理效率低下等。本文以克拉玛依市出租汽车行业为研究对象,在阐述出租汽车相关概念的基础上,研究分析了克拉玛依市出租汽车行业管理的发展历程,结合克拉玛依市的现状,研究探讨了出租车的个体经营和公车公营两种管理机制的适应性,提出完善克拉玛依市出租车行业管理机制的措施,促进传统巡游出租汽车转型升级。
[Abstract]:Taxi, as the landscape of urban mobility and the business card of the city, is a window industry related to the people's livelihood and serving the city, an important way for urban citizens to travel, and an indispensable part of the urban transportation system. Can effectively make up for the lack of urban public transport capacity. In recent years, with the rapid development of Karamay urbanization, Karamay taxi industry has also accumulated many problems in the development, which exposed the problems and shortcomings of the management mechanism of taxi industry. It is manifested in the fact that the ownership of taxi property rights and management rights is not very clear, the distribution of vested interests is uneven, and the management efficiency is low. Taking Karamay taxi industry as the research object, on the basis of expounding the related concepts of taxi, this paper studies and analyzes the development course of taxi industry management in Karamay city, combined with the present situation of Karamay city. This paper probes into the adaptability of the self-management mechanism of taxi and the public management mechanism of bus, and puts forward some measures to perfect the management mechanism of taxi industry in Karamay City, so as to promote the transformation and upgrading of traditional cruise taxi.
