我国中小机场定期包机项目运作的研究

【摘要】:目前,我国机场运营中存在大面积亏损,其中绝大部分中小机场出现亏损,陷入经营困难,发展举步维艰,处于接近停航的状态。广大机场利用率低,经济效益差,社会效益低,与我国迅速发展的民航业和国民经济形成巨大反差。有些中小机场在经营过程中亦尝试了若干的改善经营的方法和手段,但效果不甚理想。 本文从广大中小机场实际经营过程中业务量低及效益差的现象入手,分析其成因,,并通过对比国内外机场运营的成功案例和对泉州晋江机场的发展经营模式的分析研究,归纳出决定中小机场经营管理模式的主要因素,并结合实际情况,从中小机场中高层管理角度,提出了解决问题的基本对策,即中小机场可以采取定期包机的经营模式,并探讨了中小机场如何运用定期包机的经营模式走出经营困境。 本文以项目管理学和市场营销学的相关理论为指导,综合运用文献分析、理论研究、实际工作经验整合、借鉴与创新相结合等方法,以泉州晋江机场的实例进行分析论证,将定期包机业务作为一个独立的项目运营进行研究,最后形成比较系统的定期包机项目的基本理论。 鉴于国内对于机场经营管理和定期包机业务的研究较少,把包机业务作为相对独立的机场经营项目,运用项目管理的相关理论加以研究,在民航业内具有一定理论研究价值和具体实践意义,为国内中小机场突破经营困境提供了一条发展思路,具有现实的指导意义,并对于包机业务的知识系统化和理论化,具有开创性意义。
[Abstract]:At present, there are a large area of losses in the operation of airports in China, most of which appear losses in small and medium-sized airports, fall into operating difficulties, development is difficult, in a state close to suspension. The utilization rate of airports is low, the economic benefits are poor and the social benefits are low, which contrasts greatly with the rapidly developing civil aviation industry and national economy in our country. Some small and medium-sized airports have also tried a number of ways and means to improve their operation, but the effect is not very satisfactory. This paper starts with the phenomenon of low business volume and poor efficiency in the actual operation process of small and medium-sized airports, analyzes its causes, and compares the successful cases of airport operation at home and abroad and the analysis and research on the development and management mode of Quanzhou Jinjiang Airport. This paper sums up the main factors that determine the operation and management mode of small and medium-sized airports, and combined with the actual situation, puts forward some basic countermeasures for solving the problems from the point of view of middle and high-level management of small and medium-sized airports, that is, small and medium-sized airports can adopt the business mode of regular charter flights. It also discusses how to use the regular charter mode to get out of the business predicament of small and medium-sized airports. Under the guidance of the relevant theories of project management and marketing, this paper comprehensively uses the methods of literature analysis, theoretical research, integration of practical work experience, combination of reference and innovation, and takes the example of Quanzhou Jinjiang Airport for analysis and demonstration. The regular charter business is studied as an independent project operation, and finally a more systematic basic theory of regular charter project is formed. In view of the lack of research on airport management and regular charter business in China, the charter business is regarded as a relatively independent airport operation project, and the relevant theories of project management are used to study it. It has certain theoretical research value and concrete practical significance in the civil aviation industry, which provides a development train of thought for the domestic small and medium-sized airports to break through the management predicament, has the realistic guiding significance, and has the knowledge systematization and theorization for the charter business. It is of groundbreaking significance.
