关于S电务段完善员工激励机制的探讨

【摘要】:电务信号设备是铁路运输设备的重要组成部分。它就像是人的眼睛,耳朵和中枢神经,承担着铁路上行车设备的运行状况、机车车辆运行的实时状况、行车调度的命令控制等信息的传输、监督与控制任务。电务信号设备运行的正常与否,直接影响到铁路运输的有序进行。电务信号设备故障,,轻则造成列车的延时晚点,重则造成重大人身伤亡和巨大的财产损失。 传统的观念认为造成电务设备运行质量较差故障发生率较高的原因主要分为以下几个方面:电务员工技术能力不足;员工责任心不强;安全意识淡薄;故障应急措施不完善;现有的电务的维修体制比较落后;外界影响等。并在此基础上提出了加强对电务员工的技术业务方面的培训;加强员工的思想教育;组织员工认真学习并掌握各项规章制度;建立安全责任考核机制,加强外部机制的约束;改变现有的维修体制等解决策略。 本文在对S电务段近几年发生的有关设备故障的典型案例的基础上,分析了造成电务段设备运行质量不高,设备故障率较高的根本性原因是员工激励机制不健全,存在缺陷。这有别于以往主要从技术角度来分析设备质量不高、故障率较高的思路。 本文通过对S电务段现有员工激励机制的详细分析,找出了现有激励机制存在的具体不足之处。并将经典的激励理论与S电务段在激励机制方面存在的问题相结合,从薪酬激励、晋升激励、培训激励和企业文化激励这四个方面提出了实用性较强的解决策略。
[Abstract]:Electrical signal equipment is an important part of railway transportation equipment. It is like human eyes, ears and central nervous system, responsible for the operation of railway driving equipment, the real-time operation of locomotives and vehicles, the command control of driving scheduling and other information transmission, supervision and control tasks. Whether the operation of electrical signal equipment is normal or not directly affects the orderly progress of railway transportation. The failure of electrical signal equipment causes the delay of train, and the heavy loss of personal injury and property. According to the traditional concept, the reasons for the poor operation quality of electrical equipment are mainly divided into the following aspects: the technical ability of electric workers is insufficient; the sense of responsibility of employees is not strong; the safety consciousness is weak; the fault emergency measures are not perfect; the existing maintenance system of electrical services is relatively backward; and the external influence and so on. On this basis, this paper puts forward some solving strategies, such as strengthening the training of the technical business of the electric power employees, strengthening the ideological education of the employees, organizing the employees to study and master all kinds of rules and regulations, establishing the safety responsibility assessment mechanism, strengthening the restraint of the external mechanism, and changing the existing maintenance system. Based on the typical cases of equipment failure in S power section in recent years, this paper analyzes the fundamental reasons why the equipment operation quality is not high and the equipment failure rate is high, which is due to the imperfect incentive mechanism and defects of employees. This is different from the previous technical point of view to analyze the equipment quality is not high, the failure rate is high. Based on the detailed analysis of the existing employee incentive mechanism in S power station, this paper finds out the specific shortcomings of the existing incentive mechanism. Combining the classical incentive theory with the problems existing in the incentive mechanism of S power station, this paper puts forward some practical strategies from four aspects: salary incentive, promotion incentive, training incentive and corporate culture incentive.
