白云机场业务外包管理优化研究

管理型机场是当前世界大型机场运营管理模式的发展趋势,在国际机场协会ACI排名中名列前茅的世界各先进机场都多数是管理型机场的典范。随着国民经济的快速增长,我国实现大型机场由直接经营型向管理型转变的任务紧迫,中国民航总局亦在2020年初发布了《中国民航四型机场建设行动纲要(2020-2035年)》,明确了我国机场向管理型转变的目标。机场管理模式转型主要通过四种经营模式,即特许经营模式、业务外包管理模式、投资主体多元化模式、机场建设规模化模式。其中,机场专业保障业务外包是今年来发展的新趋势。随着我国各行各业专业技术及管理水平的不断提高,公众对机场服务专业化水平有更高的要求。以高技术产业、信息服务业、创新人才和创新文化为核心的创新资源在机场管理业发展中愈益发挥更为重要的作用,业务外包模式不仅是机场管理模式创新发展中的必然趋势,也是是机场发展专业化和高级化的产物。本文作者以白云机场为主要研究对象,通过对机场管理模式转型背景下业务外包的概念和发展模式进行探讨研究,了解机场管理管理模式转型的背景、业务外包的定义、前期案例、发展过程、对机场管理方带来的利益与风险,为白云机场业务外包发展和管理优化提供理...
