高校两级管理模式财务管理体制研究

【摘要】：正一、校院两级财务管理模式构建(一)财务管理模式建立原则校院两级财务管理模式的机构设置必须遵循《中华人民共和国高等教育法》、《高等学校财务制度》以及其他相关法律法规的基本要求,不得与相关的法律法规相冲突。同时,我国的高等教育建设管理工作在现阶段的社会背景之下还离不开国家以及各级党政机构的领导与支持,坚持党的领导和指导是保证财务管理工作最基本的原则之一,因此,各财务管理机构必须坚持党的领导,要在学校党委、学院党总支的指导和监督下开展工作。
