【摘要】：在建设“新丝绸之路经济带”的背景下,新疆正努力成为丝绸之路经济带的旅游集散中心。喀纳斯自然保护区作为阿勒泰地区的唯一的AAAAA级景区,是阿勒泰地区的最富盛名的旅游资源,保护区不仅可以明显改善周边的生态环境,而且在很大程度上也带动了当地的社会经济发展。基于生态经济理论从维护生物多样性、水土保持、净化大气、森林游憩、科研价值、有机物生产、固碳释养、营养物质循环和涵养水源等服务功能构建了森林生态系统服务价值评估指标体系,对喀纳斯旅游区森林生态系统服务价值进行了动态评估,分析了喀纳斯旅游区森林生态系统服务价值动态变化趋势的原因,得出以下结论:(1)喀纳斯旅游区森林生态系统服务具有巨大的经济价值,生态经济效益明显。以2013年为例,喀纳斯旅游区森林生态系统服务总价值为6.22×109元,而旅游区当年的旅游收入为11.2×108元,旅游区所在地布尔津县当年的GDP为16.67×108元,森林生态系统服务价值是旅游收入的5.55倍,是布尔津县GDP的3.73倍。(2)喀纳斯旅游区森林生态系统服务价值构成中排名在前三位的始终是维护生物多样性,水土保持和净化大气服务价值;维护生物多样性价值、森林游憩服务价值和科研价值占比不断提高。(3)喀纳斯旅游区森林的面积和森林生态系统服务的价值整体上都在不断下降,但很明显森林面积变化率高于森林生态系统服务价值变化率,此外喀纳斯旅游区森林生态系统的单位面积服务价值却在不断增加,这些都可以说明喀纳斯旅游区森林生态系统提供的服务质量在不断提高。为了保证喀纳斯旅游区对当地的持续的经济带动作用和旅游区内森林生态系统可以为当地居民提供稳定的生态系统服务,有针对性的对喀纳斯旅游区的可持续发展提出如下对策建议:(1)提高旅游区的科学管理水平,充分发挥林业监管机构的作用。(2)提倡生态旅游活动。(3)加大生态补偿力度。(4)建立生态定位观测站。
[Abstract]:In the construction of "new Silk Road Economic Belt" background, Xinjiang is trying to become the Silk Road Economic Belt tourism center. In order to ensure the Kanas tourism area on the local sustainable economic effect and tourism in the area of forest ecosystem can provide stable ecosystem services for local residents, targeted to the Kanas tourism sustainable development put forward the following suggestions: (1) improve the scientific management level of tourism area, give full play to the role of forestry regulators.
