【摘要】：随着全球经济和区域经济一体化进程的快速发展，以大城市为中心，以城市圈为主体，形成的经济圈成为了21世纪经济发展的主旋律。与传统的单个城市为核心的城市化发展相比，城市圈的发展表现在一定的区域内，城市之间密切相连相互合作形成共同体，从而实现区域内的整体发展。有专家认为，经济高度整合发展的城市圈，，是这个地区参与经济合作以及竞争的主要力量和阵地，未来经济发展的动力，将会越来越多的来源于城市圈尤其是大的都市圈。城市圈之间的分工、合作和竞争，也将决定着新的经济格局。鄂西生态文化旅游圈自2008年11月，由湖北省委、省政府提出建立。为了激活鄂西地区丰富的生态、文化等资源优势，破解交通、体制、机制等瓶颈障碍，使其成为国内著名、国际知名的旅游目的地，以并推进鄂西地区经济社会更好更快地发展。鄂西生态文化旅游圈不仅仅是一个单纯的旅游圈，而是一个以旅游为主要切入点，以生态环境保护、民族文化，社会经济全面统筹发展的一个横向整合圈、纵向跨越圈、系统综合圈。这既是湖北省贯彻落实科学发展观的一项重大战略，确保经济平稳较快增长的一项重大举措，又是在长远的谋划区域统筹协调发展。目前鄂西圈从建立到发展，已将近经过了三年多的时间，期间受到了国家和湖北省的高度关注。地方政府间的合作是推动区域经济发展的重点关键力量，因此，构建起地方政府合作机制是破除区域格局的正确举措。本文的选题从区域地方政府合作治理发展的方面来进行研究，分析了鄂西生态文化旅游圈的发展现状，提出了地方政府合作的机遇以及困境。对圈内地方政府合作中存在的问题及根源进行了深入的剖析，探讨如何有效地促进地方政府间的合作，以推动鄂西圈的协调发展，同时为地方政府合作机构、平台及机制的构建提出了新的思路。同时借鉴长三角和武汉城市圈发展中地方政府合作机制，总结出适合鄂西生态文化旅游圈地方政府合作的策略对策，能够更好的服务和建设鄂西生态文化旅游圈。
[Abstract]:With the rapid development of the global economy and regional economic integration, the city is the center and the city circle is the main body. In 21th century, the economic circle has become the main melody of economic development. Compared with the traditional single city as the core of urbanization, the development of urban circle is in a certain region. Cities are closely linked and cooperate with each other to form a community, thus achieving the overall development of the region. Some experts believe that the highly integrated economic development of the urban circle. It is the main force and position of participating in economic cooperation and competition in this area. The motive force of economic development in the future will come more and more from the urban circle, especially the big metropolitan area. Cooperation and competition will also determine the new economic pattern. Since November 2008, the eco-culture tourism circle of western Hubei has been established by Hubei Provincial Party Committee and provincial government. In order to activate the abundant ecological, cultural and other resource advantages in the western Hubei Province, we can break through the traffic and system. Mechanism and other bottlenecks make it a famous and internationally famous tourist destination in order to promote the economic and social development of western Hubei better and faster. Eco-culture tourism circle in western Hubei is not only a simple tourism circle. It is a horizontal integration circle with tourism as the main breakthrough point, ecological environment protection, national culture, and overall social and economic development. This is not only an important strategy of carrying out the scientific development view in Hubei province, but also an important measure to ensure the steady and rapid growth of economy, and also to plan the overall and coordinated development of the region in the long run. At present, it has been nearly three years since the establishment and development of the Western Hubei Circle, which has been highly concerned by the state and Hubei Province. The cooperation between local governments is the key force to promote the regional economic development. Therefore, the construction of local government cooperation mechanism is the correct measure to break the regional pattern. This paper analyzes the present situation of the eco-cultural tourism circle in western Hubei, puts forward the opportunities and difficulties of local government cooperation, and deeply analyzes the problems and root causes of the local government cooperation in the circle. To explore how to effectively promote the cooperation between local governments, in order to promote the coordinated development of the western Hubei circle, at the same time, as a local government cooperation agency. The construction of the platform and mechanism put forward new ideas. At the same time draw lessons from the development of the Yangtze River Delta and Wuhan City Circle local government cooperation mechanism summed up suitable for the western Hubei Eco-cultural tourism circle local government cooperation strategy. Can better service and construction of western Hubei ecological culture tourism circle.
