栾川“旅游立县”发展战略研究

【摘要】：旅游业不仅可以满足了人们日益增长的文化需要，而且也给旅游资源丰富的地方发展经济提供了引擎。对于旅游资源丰富的县域来讲，旅游经济是县域经济的一个重要组成部分。本研究在对栾川县域经济、旅游资源进行深入的实地调研、数据统计与分析的基础上、针对栾川传统经济格局，提出了栾川“旅游立县”的发展战略。本研究首先揭示了栾川经济和旅游业发展中存在的问题，说明了“旅游立县”的必要性和推进过程中必须厘清的三大关系和实现的三大转型，并对“旅游立县”进行了战略设计，制定了到2020年把栾川建成以旅游业为龙头，相关服务业为支撑，带动第二、第三产业升级并协调发展，具有老子文化特色和山水生态美景的国际旅游度假区的战略目标和分段实施的目标，明晰了栾川“旅游立县”战略推进思路和栾川旅游城镇建设的设计思路，，建议栾川县委、县政府成立“旅游立县发展委员会”，统领“旅游立县”的全局，形成以旅游、商业、交通、环境、产业、规划建设等部门共同组成的大旅游管理体制；对山水景区硬资源、道家文化软资源的整合与旅游业的统一管理；在经营城市的框架中对旅游业进行统一营销；把旅游产业链向第一、二产业延伸，实现产业融合等。并对栾川“旅游立县”战略推进中的项目带动、精品建设、客源市场、旅游服务、旅游环境的五大重点做出了具体的说明。
[Abstract]:Tourism can not only meet the growing cultural needs of people, but also provide an engine for the development of local economy with rich tourism resources. Tourism economy is an important part of county economy. This study aims at Luanchuan traditional economic pattern on the basis of in-depth field investigation, statistics and analysis of Luanchuan county economy and tourism resources. This paper puts forward the development strategy of Luanchuan tourism county. This study first reveals the problems existing in Luanchuan's economic and tourism development, explains the necessity of "tourism as a county" and the three relations and transformation that must be clarified in the process of promoting Luanchuan's economy and tourism. By 2020, Luanchuan will be established as the leading tourism industry, the related service industry as the support, driving the second, the third industry upgrade and coordinated development. With Laozi cultural characteristics and landscape ecological beauty of the international tourism resort strategic objectives and implementation of the objectives of the section, Luanchuan "Tourism County" strategy to promote the thinking and Luanchuan tourism town construction design ideas. It is suggested that Luanchuan County Party Committee and the county government should set up a "tourism county development committee" to lead the overall situation of "tourism county building" and form tourism, commerce, transportation, environment and industry. Large tourism management system composed of planning and construction departments; The integration of hard resources, the integration of Taoist cultural soft resources and the unified management of tourism; Unified marketing of tourism in the framework of managing cities; To extend the tourism industry chain to the first and second industries, to achieve industrial convergence, etc., and to promote Luanchuan "tourism county" strategy in the promotion of projects, high-quality construction, tourist market, tourism services. The five key points of tourism environment are explained in detail.
