基于区域整合视角下的山区乡村旅游规划研究

【摘要】：快速城镇化背景之下我国城市建设如火如荼，乡村却日益衰败，城乡二元结构日趋严重。我国作为世界上典型的农业大国，乡村的发展与国家的社会稳定、经济发展密切相关。同时我国又是多山的国家，乡村多分布于山区，即我国的乡村大多属于山区乡村。由于区位、交通等方面的限制，山区乡村难以通过城市的不断扩张来进行城镇化，实现乡村社会经济的发展；但是山区乡村往往拥有良好的自然生态环境、浓郁的传统民族文化，具有发展乡村旅游的资源优势。乡村旅游近年来发展迅速，被视为促进乡村发展、改变乡村贫困落后面貌的一种有效途径，并出现了旅游扶贫（PPT）模式的相关研究。然而在其迅速发展过程中出现了众多问题，如旅游产品同质、生态环境破坏、设施建设重复等。若想长期有效地发挥乡村旅游的扶贫作用，不得不针对现状问题进行对策研究，探索乡村旅游的可持续发展路径。在全球经济区域一体化的时代背景下，本文基于系统理论、景观生态学理论、区域空间结构理论等基础理论，以及山区特征与乡村旅游的互动关系、山区乡村旅游开发与规划现状，以区域整合的视角对山区乡村旅游进行了理论研究。首先，本文划分了山区乡村旅游区域整合的层次，探讨了区域整合的主要内容，构建了区域整合组织机构模型，并对区域整合发展阶段进行了研究。其次，在此基础上提出了山区乡村旅游区域整合的总体策略：①构建政府宏观管理体系，②构建区域无障碍交通体系，③编制乡村旅游区域发展规划，④构建区域无缝隙旅游服务体系，⑤塑造区域乡村旅游整体品牌形象，⑥构建区域一体化乡村旅游旅游市场体系，⑦搭建区域整合信息网络平台。再次，，本文从山区乡村旅游资源、旅游形象、旅游产品、旅游用地、旅游空间、基础设施、旅游服务设施七个方面，对山区乡村旅游区域整合的具体规划方法进行了探讨。并且以宜昌市夷陵区西部四村为研究对象进行了山区乡村旅游区域整合规划路径的实例研究。最终得出以下结论：①山区乡村旅游区域整合是乡村旅游可持续发展的必然趋势，②山区乡村旅游区域整合的主要矛盾是利益相关者之间的矛盾，③区域整合组织机构的构建是山区乡村旅游区域整合的基础保障，④山区乡村旅游区域整合的关键在于区域整合规划方法的探索。本文研究旨在通过区域合作关系的建立、区域整合规划方式的探索来寻求一种山区乡村旅游可持续发展的路径选择，并渴望通过乡村旅游的可持续发展带动山区乡村，甚至其他适合发展乡村旅游的乡村的社会经济发展。
[Abstract]:Under the background of rapid urbanization, China's urban construction is in full swing, but the rural areas are declining day by day, and the dual structure of urban and rural areas is becoming more and more serious. As a typical agricultural country in the world, the development of rural areas and the social stability of the country. Economic development is closely related. At the same time, China is a mountainous country, the villages are mostly in the mountainous areas, that is, most of the villages in our country belong to the mountain areas, because of the location, traffic and other constraints. It is difficult for mountain villages to carry out urbanization and realize the development of rural society and economy through the continuous expansion of cities. However, mountain villages often have a good natural ecological environment, rich traditional national culture, with the development of rural tourism resources advantage. Rural tourism has developed rapidly in recent years, is considered to promote the development of rural areas. An effective way to change rural poverty and backwardness, and there has been a related study of tourism poverty alleviation (PPTT) model. However, in the process of its rapid development, there are many problems, such as the homogeneity of tourism products. If we want to give full play to the poverty alleviation role of rural tourism for a long time, we have to study the countermeasures against the current situation and explore the sustainable development path of rural tourism. Under the background of global economic and regional integration, this paper bases on the basic theories of system theory, landscape ecology theory, regional spatial structure theory, and the interaction between mountain features and rural tourism. Based on the present situation of rural tourism development and planning in mountainous areas, this paper makes a theoretical study on rural tourism in mountainous areas from the perspective of regional integration. First of all, this paper divides the level of rural tourism regional integration, discusses the main content of regional integration, constructs the organizational model of regional integration, and studies the development stage of regional integration. Secondly, on this basis, the overall strategy of rural tourism area integration in mountainous areas is put forward, that is, constructing the government macro-management system and constructing the regional barrier-free transportation system to formulate the rural tourism regional development plan. (4) constructing regional seamless tourism service system. (5) Building the whole brand image of regional rural tourism; (6) constructing regional integrated rural tourism market system and building up regional integrated information network platform. Again, this paper from the mountain areas of rural tourism resources, tourism image, tourism products, tourism land, tourism space, infrastructure, tourism services seven aspects. This paper probes into the specific planning methods of rural tourism area integration in mountainous areas, and takes four villages in the west of Yiling District of Yichang City as the research object to carry out a case study on the planning path of rural tourism regional integration planning in mountainous areas. Finally, the following conclusions are drawn: the integration of rural tourism regions in mountainous areas is the inevitable trend of sustainable development of rural tourism. The main contradiction of rural tourism regional integration in mountainous areas is the contradiction between stakeholders. (3) the construction of regional integration organization is the basic guarantee of rural tourism regional integration in mountainous areas. The key of rural tourism regional integration in mountainous areas lies in the exploration of regional integration planning methods. The purpose of this paper is to seek a sustainable development path of rural tourism in mountainous areas through the establishment of regional cooperative relationship and the exploration of regional integration planning. The sustainable development of rural tourism can promote the social and economic development of mountain villages, even other villages suitable for rural tourism.
