福州市休闲农业布局与发展策略研究

【摘要】：随着工业化和城市化进程的不断加快,城市生活节奏和工作压力的不断增强,都市人崇尚自然,回归乡野的质朴情怀日益高涨,休闲农业作为一种新型农业形态应运而生,并在中国大地蓬勃发展。近年来,福州市社会经济繁荣,人民生活水平不断提高,旅游业发展较为迅速,休闲农业也有了长足发展。尽管如此,休闲农业发展缺乏地域特色、市场定位不准确、空间结构布局不合理等问题仍然存在,并严重制约了福州市休闲农业的健康、快速发展。本研究立足福州市情,在市域范围内研究福州市休闲农业的布局与发展策略,这对于整合福州市休闲农业资源,优化空间结构,提出福州市休闲农业布局总体思路和休闲农业发展具体措施具有重要意义。本文第一部分总结了休闲农业的的概念、分类、特性、发展模式等内容,从国内外相关休闲农业发展与布局的研究成果出发,结合休闲农业“三生一体”性和景观美学等特点,构建了休闲农业的基础理论框架。第二部分结合福州市休闲农业发展现状及存在的主要问题,分析了福州市休闲农业的发展条件,探讨了福州市发展休闲农业的必要性。第三部分立足福州市城镇总体布局,从休闲农业发展布局理论和发展条件出发,结合实地调查,选取了六个休闲农业发展影响因素指标,即农业基础条件、区位条件、自然条件、旅游业基础条件、社会经济基础条件以及政策条件,构建休闲农业指标层次结构模型,采用AHP层次分析法对各指标层进行分析,计算出权重值并进行层次总排序,分析出主要影响因素,然后再用聚类分析的思想,利用各县(市、区)实证数据,计算并绘制出福州市休闲农业布局的散点图,接着提出总体布局思路和区域布局。第四部分从布局思路出发,针对福州市休闲农业开发条件、现状和发展中存在的主要问题,提出福州市休闲农业发展策略。本文研究表明,福州市休闲农业布局总体上规划为：“一区、两带、两极”的空间结构,即以福州城区为中心,依托闽江的近江优势打造大闽江口休闲农业区,兼顾发展山区休闲农业带和滨海休闲渔业带,重点培育闽侯休闲农业增长极和平潭休闲农业增长极。笔者认为福州市休闲农业的发展可以从以下对策入手：①制定发展规划,推动园区建设②加强从业和管理人员培训③优化休闲农业发展环境④借鉴台湾经验,强化闽台合作⑥宣传引导推进。
[Abstract]:Along with the industrialization and the accelerating process of city, city rhythm of life and work pressure increasing, urban people advocating nature, returning to the plain feelings rising, leisure agriculture has emerged as a new form of agriculture, and the development in the China earth. In recent years, Fuzhou City Economic and social prosperity, constantly improve people's living standards the development of the tourism industry, more rapidly, leisure agriculture has made great development. However, the development of leisure agriculture lack of geographical features, market positioning is not accurate, unreasonable layout of spatial structure still exists, and seriously restrict the Fuzhou leisure agriculture healthy and rapid development. This study based on the actual situation in Fuzhou, the layout and development strategy study on leisure agriculture in Fuzhou city in the city scope, the integration of Fuzhou leisure agriculture resources, optimizing the spatial structure of leisure agriculture in Fuzhou City The overall layout of the layout and the specific measures for the development of leisure agriculture are of great significance.
The first part of this paper summarizes the concept of leisure agriculture, classification, characteristics, development mode, research results from domestic and foreign leisure agriculture development and the layout of the view, combined with the characteristics of leisure agriculture "3E1I" and landscape aesthetics, it constructs the basic theoretical frame of leisure agriculture. The second part of the combination of leisure agriculture in Fuzhou city the development status and existing problems, analyzes the development condition of leisure agriculture in Fuzhou City, discusses the necessity of the development of leisure agriculture in Fuzhou city. The third part is based on the overall layout of the town of Fuzhou City, starting from the leisure agricultural development layout theory and development conditions, combining with field investigation, selected six factors affecting the development of leisure agriculture that is, the basic conditions of agriculture, geographic conditions, natural conditions, social and economic conditions of tourism in the foundation, basic conditions and policy conditions, the construction of leisure agriculture index The structure model, using AHP AHP to analyze the index layer method, calculate the weight value and the level of total order, analysis of main influencing factors, and then use the cluster analysis ideas, using counties (cities, districts) empirical data, calculate and draw the scatter of leisure agriculture in Fuzhou city layout diagram, and then put forward the overall layout and regional layout. The fourth part embarks from the layout ideas, for the leisure agriculture development condition of Fuzhou City, the main current situation and problems existed in the development of the leisure agricultural development strategy of Fuzhou city.
This study shows that leisure agriculture in Fuzhou city overall layout planning: "one district, two poles, space structure", namely in Fuzhou city as the center, relying on the Minjiang river near the estuary of leisure agriculture area advantage to build Damin, taking into account the development of leisure agriculture in mountainous zone and coastal leisure fishery Zone, focus on the cultivation of leisure agriculture in Minhou Pingtan leisure agriculture growth pole and growth pole. I believe that the development of leisure agriculture in Fuzhou can start from the following countermeasures: development planning, promote the park construction and management practitioners to strengthen training of personnel to optimize the leisure agricultural development environment of the Taiwan experience, strengthen the propaganda and guidance to promote the cooperation between Fujian and Taiwan.
